Sealed bids were received for the Asbury Road Eastbound Lane Widening Project. City
Engineer Gus Psihoyos recommends award of the contract to the low bidder, Horsfield
Construction, Inc., in the amount of $243,054.80, which is 3.0% over the revised
estimate of probable cost.

INTRODUCTION
The enclosed resolutions authorize the award of the construction contract for the Asbury
Road Eastbound Lane Widening Project
BACKGROUND
The Asbury Road Eastbound Lane Widening Project will have two phases to the project
that will be constructed concurrently:
Phase I
Design plans for the east lane widening will require the southerly curb line of Asbury
Road east of the Northwest Arterial to be constructed within approximately one (1) foot
from the existing right-of-way line and the Plastic Center Inc. property line. This phase
will be paid by Plastic Center Inc. and WalMart.
Phase 1/
The Asbury Road Eastbound Lane Widening Project will also include the addition of an
eastbound right turn lane on Asbury Road between Holliday Drive and the Northwest
Arterial. The existing right turn lane will be utilized as a second through lane. This
project is a City project and will be paid for with City funds. The addition of the right turn
lane on Asbury Road between Holliday Drive and the Northwest Arterial will provide two
dedicated through lanes and a dedicated right turn lane in this area for eastbound traffic
on Asbury Road. This will greatly reduce the congestion in this area. Property was
acquired for the widening of this section of roadway from Dubuque Bank and Trust for a
cost of $8,880.
The original estimate for Phase I was $119,500; the revised estimate was calculated to
be $149,301. The original estimate for Phase II was $114,000; the revised estimate
was determined to be $86,772. Therefore, the revised estimate for Phases I and II of
the project is $236,073, an increase of $2,573. The estimate change for Phase I and II
was due to the inclusion of abandonment of a storm sewer manhole, watering, and
mobilization.
BID RESULTS
Sealed bids were received on the project on September 12, 2006. Horsfield
Construction, Inc. of Epworth, Iowa submitted the low bid for both phases in the amount
of $243,054.80. This amount is 3.0% over the revised estimate of probable cost. A
summary of the bid proposals received is as follows:

RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
Whereas, on the 16th day of August, 2006, plans, specifications, form of
contract and estimated cost were filed with the City Clerk of Dubuque, Iowa for
the Asbury Road Eastbound Lane Widening Project.
Whereas, notice of hearing on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost
for said improvements for said project.

AWARDING CONSTRUCTION CONTRACT FOR THE ASBURY ROAD
EASTBOUND LANE WIDENING PROJECT
Whereas, sealed proposals have been submitted by contractors for the
Asbury Road Eastbound Lane Widening Project pursuant to Resolution No.
and notice to bidders published in a newspaper published in the City of
Dubuque, Iowa on the 25th day of August, 2006.
Whereas, said sealed proposals were opened and read on the 12th day of
September, 2006, and it has been determined that the bid of Horsfield
Construction, Inc. of Epworth, Iowa, in the amount of $243,054.80 was the lowest
bid for the furnishings of all labor and materials and performing the work as
provided for in the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Horsfield
Construction, Inc. and the Manager be and is hereby directed to execute a
contract on behalf of the City of Dubuque for the complete performance of the
work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's
bond, the City Treasurer is authorized and instructed to return the bid deposits of
the unsuccessful bidders.

RESOLUTION NO. 453-06
APPROVING CONSTRUCTION CONTRACT WITH THE ASBURY
ROAD EASTBOUND LANE WIDENING PROJECT
Whereas the City Council by Resolution No. 452-06 awarded the
construction contract for the Asbury Road Eastbound Lane Widening Project to
Horsfield Construction, Inc.; and
Whereas Horsfield Construction, Inc. has submitted the attached executed
contract and bond.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
1. The contract and bond attached hereto are hereby approved.
2. The City Manager is hereby authorized and directed to execute the
contract on behalf of the City of Dubuque.
