Dear Mr. Mayor and Council Members:
The Long-Range Planning Advisory Commission forwarded a request to the
Environmental Stewardship Advisory Commission to consider having one
representative from each of the Dubuque high schools, including Central Alternative
School, serve on the ESAC (see attached memo). The Commission discussed this item
at their September 5, 2006 meeting with consideration for the existing youth
representative currently serving.
In order to keep an odd number of Commissioners, the ESAC recommends changing
the Ordinance to allow two additional youth representatives to the Commission, but not
from any specific high school. The current Ordinance states that the youth
representative may be from 16 to 20 years old, which may also enable college-aged
students, or students out of high school to serve on the Commission.

SUBJECT: Youth Membership on ESAC
At the July 19, 2006 Long Range Planning Advisory Commission (LRPAC) meeting,
Environmental Stewardship Advisory Commission (ESAC) member Wayne Klostermann
discussed the number of high school students which serve on ESAC. The LRPAC
discussed the importance of involving one student from each of the Dubuque high
schools as they are the generation that will be most impacted and involved in
environmental issues.
Therefore, the LRPAC respectfully requests the ESAC consider having one
representative from each of the Dubuque high schools, including Central Alternative
High School serve on the ESAC.
