Van Milligen, City Manager r / Cindy Steinhauser, Assistant City Manage~"6 SUBJECT: Iowa Great Places Application Introduction The purpose of this memorandum is to request City Council approval of a resolution of support for an Iowa Great Places application to the State of Iowa. Discussion During the 2006 Legislative session, the State Legislature approved the allocation of $3 million in funding for the Iowa Great Places program. The mission of this program, administered by the Iowa Department of Cultural Affairs is as follows: "Great Places is designed to make good places great by brining together the resources of state government to build capacity in communities, regions, neighborhoods or districts that cultivate the unique and authentic qualities that make places special: engaging experiences; rich, diverse populations & cultures; a vital, creative economy; clean and accessible natural and built environments; well-designed infrastructure; and a shared attitude of optimism that welcomes new ideas, based upon a diverse and inclusive cultural mosaic." Key to the success of an Iowa Great Place is that the project(s) must be one in which the community has had input and where the State funding will be used for infrastructure or infrastructure related improvements. The Iowa Great Places board is currently accepting applications for designation as an Iowa Great Place and funding to implement the elements of the community's proposal. In October 2006, the board will select 12 finalists' communities to receive this designation, conduct site tours of the finalists and make a selection on the 6 communities chosen. City staff has been working with a committee made up of community representatives to submit an application for the Iowa Great Places program. The committee consists of Kelley Deutmeyer, ECIA, Jerry Enzler, NMRMA, Teri Goodman, NMRMA, Sue Czeshinski, Dubuque Area CVB, Dan LoBianco, DMSL and city staff including Gil Spence, Randy Gehl and myself. Based upon the application criteria, the committee is recommending that an Iowa Great Places application be submitted for funding elements of each of the Envision 2010 projects. The total funding request that will be submitted with our application is for $850,000 and is broken down as follows: · $200,000 for Tri-State Community Health Center for renovation of the common area and parking; · $250,000 for the Library for restoration of the glass floor mezzanine and skylight; · $250,000 for America's River Phase II - the Great Rivers Interpretive and Research Center; · $25,000 for the Performing Arts Center feasibility study; · $50,000 for Bi-Iingual curriculum at the NMRMA and bi-lingual signage for interpretive signs at the Welcome Center, NMRMA, DuMA, Grand River Center, Five Flags and the hike/bike trail system; · $25,000 for architectural renderings of the Passenger Rail Service depot station; · $50,000 for the Warehouse District economic feasibility study. Attached is a resolution of support authorizing an application to the Iowa Department of Cultural Affairs for the Iowa Great Places program. Action The requested action is for City Council to approve the resolution of support for the Iowa Great Places application. Cc: Iowa Great Places Committee RESOLUTION NO. 456-06 RESOLUTION AUTHORIZING AN APPLICATION TO THE IOWA DEPARTMENT OF CULTURAL AFFAIRS FOR AN IOWA GREAT PLACES GRANT. Whereas, the Iowa Department of Cultural Affairs has announced that the Iowa Great Places Grant Program has funds available for the designation of up to six Great Places in the State of Iowa; and Whereas, the mission of Iowa Great Places is to make good places great by bringing together the resources of State Government to build capacity in communities, regions, neighborhoods or districts that cultivate the unique and authentic qualities that make places special; and Whereas, Iowa Great Places are ones that have engaging experiences; rich and diverse populations and cultures; a vital creative economy; an accessible natural and built environment; well-designed infrastructure and a shared attitude of optimism that welcomes new ideas based upon a diverse and inclusive cultural mosaic. Whereas, the City of Dubuque has determined that the Envision 2010 projects are a community shared vision that will make the City of Dubuque a Great Place. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the submission of an application to the Iowa Department of Cultural Affairs for the designation of Dubuque as an Iowa Great Place is hereby approved. Section 2. That the City Manager is hereby authorized to sign and submit the application for Iowa Great Places Grant Program for this project. Passed, approved and adopted this 18th day of September, 2006.
