The Chamber sent out eighty.seven letters to all types of business houses here in the City and received back fifty one replies. All seemed to stress the need for better accommodations and mod- ern facilities, to be able to service the citizens of the community now and in the future to keep abreast with the increasing demand for air travel. Mr. McCarthy requested at the meeting September 5, 1967, addi- tional time in which to obtain financing and demolition bids, same to be handled by the owner. The City Council granted an extension of time to October 5, 1967, Mr. McCarthy secured the serv- ices of Bartels, McMahan and Le- May Engineering Company, Du- buque, Iowa, who drew a set of specifications for demolition of said building. After October 5, 1967, Mr, Mc- Carthy was contacted as to prog- ress on this job. He was still try- ing to accomplish this job for the owner. In a letter dated October 31, 1967, Mr, McCarthy informed Mr. Gilbert D, Chavenelle tbat all bids for complying with Resolution No. 199-67 were substantially in excess of the financing Mr. Wong was able to obtain and they were not in a position of accepting any bids, Mr. McCarthy also advised the Manager and Council to proceed with the condemnation and have the City pursue the demolition because the owners are unable to do so. The City Council has directed me to dismantle this building. November Honorable Mayor And City Council Gentlemen: Early in September 1967 a com- plaint was received regarding van- dalism to a building located at 24 Clarke Drive and the presence of an open large cistern in the front yard of the same. An inspection and investigation revealed that the two-story brick residence had been vacant for a long time, vandals had broken the windows, broken the furniture, and plundered the interior. The open cistern in the front yard was very large and contained a considerable volume of water. A search of the records showed the property in the name of Bertha Trieb Estate; the only living heir that we can deter- mine to this point is Olive Trieb, who is seventy-four years of age and presently a patient at Our Lady of Lourdes Convalescent Home. It is impossible to communicate with this lady. Mr. Gordon Grot john was con. tacted and said the county is interested in the matter but could expend no money to protect the home. 1967 22, As a result of this information and believing that, if protected, the building could be re-habilitated, I directed the Building Commission- er to board up the openings and fill the cistern. The following is an explanation of the several ordinances. WEST FIRST, BETWEEN LO. CUST AND BLUFF. West First Street is the west bound truck route. Between Lo- cust and Bluff the street is nar~ rower than it is to the east. Two hour parking is permitted on both sides. The new ordinance will con- tinue two hour parking on the south side and prohibit parking on the north side. NOR T H GRANDVIEW, BE. December 4, 1967 To the Honorable Mayor and City Council Gentlemen: I am returning to you the peti- tion of Mrs. Scheffert and others. The petition brought to the atten- tion of the Council the high acci- dent rate at the intersection of 12th and Jackson, At the intersection, 12th Street is through traffic and stop signs are placed to halt north and south traffic on Jackson. There have been seven accidents in 1966 and seven in 1967. The Traffic Committee has re- viewed the situation. Neither a four-way stop nor traffic signals are recommended at this time. It is our expectation that truck traffic will be diverted from the location by greater use of Ninth Street Extension. The Dubuque Packing Company has advised all. their shippers to use the Ninth-Kerper- 16th route, recommend that the requested ordinance be adopted. In our view such an ordinance will do nothing to correct the major portion of the problem which we believe is caused by trucks crossing the bridge from Wisconsin. We do, however, propose to mount new and larger signs at 20th and White and 20th and Cen- tral which will warn against the use of the bridge by semi-trailers. There is also a sign at Lincoln and Rhomberg. Stopping trailers at this point of warning does not permit an easy turn around. We propose to mount a large sign at Rhomberg and Hawthorne prohibit- ing semi-trailer bridge traffic be- yond this point, and directing such traffic back along Hawthorne to Kerper Boulevard. C, Lehnhardt and others concerning the intersection of Woodworth and Lowell. The situation was considered by the Traffic Committee and the ordi- nance amendment is recommended which provides that east bound traffic on Lowell stop at W ood- worth, and south bound traffic on Woodworth stop at Lowell, VERNON AND EDINA STREETS, NO PARKING ON ONE SIDE This ordinance is in response to a request of Loras College. The ordinance provides for no park- ing on the south side of Edina and the north side of Vernon from AIta Vista to tbe alley west of Alta Vista. The Traffic Committee considered the request and the ordinance is recommended. AND SEVENTEENTH Schultz, WHITE STREET This requested ordinance mere- ly corrects an error in the Traffic Code. The stop requirement of the White-Seventeenth intersection was incorrectly listed in both Schedule II and Schedule m. The recom- mended ordinance merely elimi- nates the listing in Schedule ill.
