CIVIL SERVICE COMMISSION

Present: Merle Duehr, Loras Kluesner, Richard Wertzberger
Also Present: Randy Peck, Dave Baker
Chairperson Duehr called the Civil Service meeting to order at 11: 00 a.m. in the City
Hall Conference Room A.
1. Approve Minutes of June 30, 2006 Civil Service Meeting
Wertzberger moved to approve the minutes of June 30, 2006. Seconded by
Kluesner. Motion carried 3-0.
2. Request of Dave Baker, Teamsters Union Local #421, to Add the Name of
Dan Decker to the Certified List for Equipment Operator
Dave Baker stated that Dan Decker is a seasonal equipment operator at the
Landfill and has been working year-round with at least eighty hours biweekly. An
Equipment Operator II position is currently open and he has requested that since
he is doing the work that his name be added to the list, even though he has
never taken the Civil Service test for this or any other position. The Commission
discussed the idea of putting a person into a Civil Service position without that
person having tested for it. The Commission also discussed whether they could
even legally do this. Wertzberger moved to request City Attorney Barry Lindahl
to provide an opinion on this. Seconded by Kluesner. Motion passed 3-0.
3. Request to Schedule Entrance Examination for the Position of Transit
Dispatcher I Scheduler
Wertzberger moved to receive and file the communications, to schedule an
entrance examination for the position of Transit Dispatcher I Scheduler for
September 7,2006 with the application request deadline of 5:00 p.m., September
1, 2006. He further moved that the list be certified for two years. Seconded by
Kluesner. Motion carried 3-0.
4. Request to Schedule Entrance Examination for the Position of Parking
System Technician
Wertzberger moved to receive and file the communications, to schedule an
entrance examination for the position of Parking System Technician for
September 21, 2006 with the application request deadline of 5:00 p.m.,
September 8, 2006 and that the list is certified for two years. Seconded by
Kluesner. Motion carried 3-0.
