Van Milligen, City Manager Gus Psihoyos, City Engineer /~ TO: SUBJECT: Villa Street Retaining Wall - Ornamental Railing Project (CIPs: 3501432 - Steps, Railing, and Fence; 2501027 - Guardrail Replacement) INTRODUCTION The enclosed resolutions authorize the public bidding procedures for the Villa Street Retaining Wall - Ornamental Railing Project. BACKGROUND In both 2000 and 2004, sections of the Villa Street retaining wall were reconstructed. As part of these wall repair projects, a majority of the existing limestone piers with cable guardrail, which extended the entire length of the wall top were removed and could not be salvaged. The cable guardrail that remains in place is not functionally adequate and several of the remaining pier caps are in poor condition and structurally deficient. DISCUSSION The Villa Street Retaining Wall - Ornamental Railing Project shall provide for the removal of all remaining piers and cable guardrail and will reconstruct and replicate the limestone pier caps along with the installation of ornamental hoop wall top railing, from approximately 110 feet south of Rush Street to Cleveland Park. Attached is a graphic rendering of the proposed piers and ornamental railing design which will compliment the City's native historic bluffs and character of the neighborhood. Due to the historic nature of the project, the Engineering Department requested its review by the Historic Preservation Commission. The Commission concurred with the proposed project plans and design. A letter of support from the Commission is enclosed.
