Chairperson Jim Holz called the meeting to order at approximately 7:31 a.m., following
staff assurance of compliance with Iowa Open Meeting Law.

Chairperson, Jim Holz administered the Oath of Office to John Walsh.

Committee Meeting
Doris Hingtgen moved to approve the September 4, 2012 Housing Trust Fund Advisory
Committee meeting minutes. Amy Eudaley seconded. All present in favor. Motion
passed.

Old Business
Update on Trust Fund Activities
Kris Neyen reviewed a map handout showing the improvements to the Washington
Neighborhood since 2006. Community Housing Initiative (CHI), Dubuque Bank and
Trust (DB &T) and the City of Dubuque signed an agreement in March 2013 to invest
$1.8 million in the Washington Neighborhood.
New Business
FY2014 Local Housing Trust Fund Application
Kris Neyen reported we will be submitting to Council an Iowa Finance Authority (IFA)
application for continued support of homeownership activities in the Washington
Neighborhood for $190,865 with a requested general fund match of $48,000 (25 %).
Following discussion John Walsh motioned to approve the application submission to the
City Council. Amy Eudaley seconded. All present in favor. Motion passed.
Information Sharing
The Housing Rehab Department is partnering with Washington Neighborhood
Development Corporation (WNDC) /City Dubuque Economic Development Coordinator,
Megan Starr, the first Washington Row House resident, and the Board of Realtors to
promote home ownership in the Washington Neighborhood. Discussion included
providing tours of area -wide open houses, promoting local businesses, schools, etc.
The Housing Trust Fund may be asked to review the City of Dubuque Housing
Department loan policy review in the coming months.

There being no further business to come before the Committee, Doris Hingtgen
motioned to adjourn. John Walsh seconded. Meeting was adjourned at approximately
8:10 a.m.
