City Engineer Gus Psihoyos is recommending acceptance of the public improvements
that the developer, Streelegray, Inc., has recently completed in Wynstone Subdivision.
Maintenance of said improvements shall be the responsibility of the City of Dubuque.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Acceptance of Public Improvements in Wynstone Subdivision
INTRODUCTION
The enclosed material provides for City Council acceptance of the public improvements
that the developer, Steelegray, Inc., has completed in Wynstone Subdivision.
BACKGROUND
As a condition of subdivision plat approval through Resolution No. 469 -03, the
developer of Wynstone Subdivision was required to install certain improvements
including street paving with curb, sanitary sewer main, watermain, storm sewer and
catch basins, stormwater detention facilities, a retaining wall and street lighting and to
dedicate these improvements to the City upon completion.
DISCUSSION
The Subdivision Ordinance requires that upon completion of all the required public
improvements, the subdivider shall notify the City in writing of the completion of the
improvements, requesting that the City either approve or reject the acceptance of the
improvements, together with a statement of reasons for any rejection.
On November 28, 2005, Steelegray, Inc. requested City's acceptance of the
improvements in Wynstone Subdivision. Upon inspection by the City, it has been
determined that all of the public improvements required by Resolution No. 469 -03 had
been completed in accordance with plans approved by the City Council and in
conformance with City specifications.
RECOMMENDATION
I would, therefore, recommend that the City Council accept the improvements in
Wynstone Subdivision.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolution accepting the public
improvements in Wynstone Subdivision.

RESOLUTION NO. 287 -13
ACCEPTING PUBLIC IMPROVEMENTS IN THE WYNSTONE SUBDIVISION IN
THE CITY OF DUBUQUE, IOWA
Whereas, pursuant to Resolution No. 469 -03, certain public improvements
including street paving with curb, sanitary sewer main, watermain, storm sewer
and catch basins, boulevard street lighting, a retaining wall, and stormwater
detention facilities were installed by the developer of Wynstone Subdivision in the
City of Dubuque, Iowa; and
Whereas, the improvements have been completed and the City Manager has
examined the work and has filed a certificate stating that the same has been
completed in accordance with the plans approved by the City Council and in
conformance with City specifications, and has recommended that the
improvements be accepted by the City Council.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBQUE, IOWA:
Section 1. That the recommendation of the City Manager be approved and
that said improvements in the Wynstone Subdivision be and the same is hereby
accepted.
Section 2. That the requirements for two years of maintenance of said
improvements and associated maintenance securities per Resolution No. 469 -03
Section 2(e), be waived due to the improvements being previously maintained for
more than two years and the acceptance being delayed.
