INTRODUCTION
The purpose of this memo is to request council to award the contract for the Catfish
Creek Station Electrical Repairs FEMA to A &G Electric of Dubuque Iowa. This project
was originally approved at the August 19, 2013 council meeting.
BACKGROUND
Due to flooding in July of 2011 the Catfish Creek Pumping Station suffered serious
damage to its electrical components. Short and medium term repairs were made to
bring the station back into operation and the station has been operating successfully
since that time. The purpose of this project is to complete the long term repairs to the
system as agreed to by FEMA.
DISCUSSION
Final completion of this project was delayed from December 31, 2012 to November 30,
2013 due to questions concerning FEMA funding of major portions of the project. City
staff requested and was granted an extension to the completion date and concerns
regarding FEMA funding are no longer applicable.
The project consists of converting much of the temporary work to a more permanent
installation, moving electrical components to interior surfaces to allow for a future
mitigation project and repairs to HVAC ductwork at the station. The estimated project
cost of the work to be completed is $132,482.70

Bids were received from two electrical contractors. Biechler Electric, Inc for $123,285
and A &G Electric for $71,950.00. A &G had performed the earlier emergency work and
are very familiar with the station

The City Council is requested to authorize the City Manager to negotiate and execute a
contract with A &G Electric for the Catfish Creel Station Electrical Repairs.

AWARDING THE PUBLIC IMPROVEMENT CONTRACT FOR THE CATFISH
STATION ELECTRICAL REPAIRS
Whereas, sealed proposals have been submitted by contractors for the Catfish
Station Electrical Repairs Project pursuant to Resolution No. 271 -13 and Notice to
Bidders published in a newspaper published in the City of Dubuque, Iowa on the 21st
day of August 21, 2013
Whereas, said sealed proposals were opened and read on the 12th day of
September, 2013 and it has been determined that A &G Electric of Dubuque, IA with a
bid in the amount of $71,950.00 is the lowest responsive, responsible bidder for the
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That .a Public Improvement Contract for the Project is hereby awarded to A &G
Electric of Dubuque, IA and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
