ENDORSE APPLICATION
Whereas, the City of Dubuque (City) and the Dubuque County Historical Society
(Society) have partnered in the successful implementation of the America's River
project for the benefit of Dubuque and the entire state of Iowa.
Whereas, the Society is planning a new museum at the Portside Building in the
Port of Dubuque.
Whereas, the City believes that continued improvements and expansion at the
Museum and Aquarium will have tangible educational and economic benefits for
Dubuque and the State of Iowa.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
The City Council formally endorses the application of the Dubuque County
Historical Society to Vision Iowa for $5 million to develop the RiverMax Theater and
Great Rivers Center and $4 million in Community Attraction (CAT) Funds.
Passed, approved and adopted this 10t" day of October, 2006.

SUBJECT: Project Review Process for Port of Dubuque Development
Introduction
This memorandum responds to your request for information on the review process for
development in the Port of Dubuque.
Planning Services Department Reviews
The Planning Services Department coordinates zoning review, site plan review, and
design review in the Port. The following steps for the project review process apply to
Port of Dubuque projects.
Zonina review
Zoning review consists of Planning Services staff comparing the proposed use(s) to the
list of permitted uses in the Port of Dubuque PUD (Planned Unit Development)
Ordinance. This list is attached.
Site Plan Review
For site plan review, the Planning Services Department coordinates the in-house
Development Review Committee. This Committee includes City staff from the Building,
Planning, Engineering, Water and Fire Departments. The site plan review process is
described in the attachment. This committee reviews projects for compliance with City
Codes.
Desian Review
Additionally, the Port of Dubuque Design Review Committee must review the project for
compliance with the Port of Dubuque Master Plan and Design Standards. The Design
Review Committee includes City staff from the Planning Services, Engineering,
Economic Development, and City Manager's Office. Representatives of Greater
Dubuque Development Corporation, the Dubuque County Historical Society, the
Dubuque Area Chamber of Commerce's Convention and Visitors Bureau, and the
Grand Harbor Resort also serve on the Design Review Committee. The Port of

Dubuque Design Review Committee provides a recommendation to the City Manager.
The City Manager can approve or deny the project. The City Manager's decisions can
be appealed to the City Council. The applicability, design review, and design approval
sections of the Design Standards are attached.
Other Reviews
There are other project review steps that are handled by other City Departments.
Buildinq Permits
Projects require building permits. Additional building-related permits, such as plumbing,
electrical, and heating/ventilation/air conditioning, and sign permits, will be required.
Review of building and related permits is handled by the Building Services Department.
Beer Permits / Liquor Licenses
The City Clerk's Office processes all beer permits and liquor licenses for review and
approval by the City Council.
Food Service Licenses
Food service establishments are inspected and licensed by the Health Services
Department. Any new or proposed food establishment must contact the Health Services
Department, complete the Plan Review Application Packet, and provide blueprints/plans
for the establishment before approval of any new establishment is given or a new
license is issued.
Conclusion
The information provided in this memorandum and the attachments does not include all
review processes that may apply to this project.
Agreements with the City or other parties regarding leases, licensing, shared parking,
etc. may apply and may take precedence over reviews for zoning review, site plan
review, design review, building permit, liquor license, or food service establishment
license.

streets, nor create traffic or safety hazards; and
3. All licenses have been issued or have been applied
for awaiting the outcome of the Board's decision.
b. Drive-up automated teller machines, provided that:
1. Ingress, egress and traffic flow shall be acceptable to
the City site plan review team; and
2. Opaque screening shall be provided for adjacent
residential uses.
4. Permitted Accessory Uses: Any use customarily incidental and
subordinate to the principal use it serves.
5. Permitted Temporary Uses: Any use of a limited duration as
defined in Section 8 (Definitions) of the Zoning Ordinance, subject
to the conditions set forth in Section 2-5.3 (Temporary Uses) of the
Zoning Ordinance.

MAJOR SITE PLAN REVIEW PROCEDURE
Site plans are reviewed prior to grading, construction or site preparation by the
Planning Services office in consultation with other City departments, as needed.
Processing generally takes 10-21 days for major site plans, depending on the quality of
the submitted site plan and the nature of the proposed development. Filing a site plan
does not guarantee approval. Fees are not refundable. Once approved, submission of
a revised site plan requires a new application and fee.
Major site plans are required for expansions of 10,000 square feet or more and all new
construction. Major site plans must be prepared by an architect or engineer.
Step 1. Call or go the Planning Services Office 2nd Floor, City Hall (589-4210). Review
application/review procedure.
Step 2. Submit all the following application materials at one time to the Planning
Services Office (deadline is Fridays at noon):
1. Planning applicatjon form.
2. Application fee (checks made payable to City of Dubuque).
3. Six (6) copies of the site plan drawn to scale on substantial paper in ink or as
bluelinel blackline reproduction on substantial paper (see checklists for minor
and major site plans and examples.)
4. Any other information that is available or required.
Step 3. Attend a Development Review Committee meeting (generally Thursdays at
10:00 a.m. at the Municipal Services Center Conference Room, 925 Kerper Court).
Notice of the meeting will be sent to the applicant at least 24 hours in advance.
Planning Services coordinates review with City departments and applicant The
applicant is encouraged to attend the Development Review Committee meeting to foster
improved communication between City staff reviewing plans and the applicant City
staff from the Building Services, Engineering, Fire, Water and Plannin9 Services
departments approve or recommend changes to the submitted site plan and provide
information on City construction standards, permits and hook-up fees.
Step 4. Planning Services compiles comments and recommendations from City
departments in site plan approval or review letter and sends to applicant.
