Minutes Environ. Steward. 9 20 06 MINUTES OF THE ENVIRONMENTAL STEWARDSHIP ADVISORY COMMISSION SEPTEMBER 20, 2006 4:00 P.M. CITY HALL ANNEX, 1300 MAIN, CONFERENCE ROOM # 1 Mike Buelow called the meeting to order at 4:00 p.m. MEMBERS PRESENT: Mike Buelow, Joseph Suarez, Sister Mary Clare O'Toole, John Nemmers, Wayne Klostermann MEMBERS ABSENT: Claire Miller, Gayle Casel STAFF PRESENT: Mary Rose Corrigan, Deron Muerhing Mary Rose Corrigan completed the Certification of Compliance with the Iowa Open Meetings Law. TEST AGENDA: Sister Mary Clare O'Toole moved to accept the revised agenda as distributed. Wayne Klostermann seconded the motion. Motion passed unanimously. ITEMS FROM STAFF: NEW BUSINESS: 1. Erosion and Sediment Control Ordinance. Deron Muehring, Engineering Department, reviewed the proposed Erosion and Sediment Control Ordinance along with the materials that were distributed to the Commission, including: ~ Draft Ordinance, ~ Part 1 Discharge Authorized Under This Permit, ~ NPDES General Permit # 2, ~ DNR "Understanding Stormwater NPDES Permitting Requirements", and ~ City of Dubuque Construction Permit (for sites 1 acre and over) handout, ~ Construction Site Municipal SWPPP Review Checklist. Deron also explained the development process in lieu of this new Ordinance. The Commission discussed the documents. Two questions requiring follow-up include: 1. When does the City permit terminate for projects? 2. How does the Ordinance apply to existing project sites? The Commission agreed that they will forward any additional comments to Deron as they continue to review the materials. ITEMS FROM THE PUBLIC: No one present to address the Commission. CLARIFICATION OF TASKS: Deron Muehring will seek the answers to the Commission's questions. NEXT MEETING DATE: October 3, 2006. ADJOURNMENT: Wayne Klostermann moved to adjourn the meeting. Joseph Suarez seconded the motion. Motion passed unanimously and the meeting adjourned at 5:10 p.m.
