HUMAN RIGHTS COMMISSION
MEETING MINUTES OF
September 11, 2006
Commissioner Jarrard called the meeting of the Dubuque Human Rights Commission to order at
4: 15 p.m. on Monday, September 11, 2006, in Conference Room 2 at the City Hall Annex.

Approval of Minutes
Commissioner Ross noted that Mary's last name should read Gassman not Loney. Commissioner
Rubinstein moved to approve the August 14, 2006 minutes as amended, and Commissioner Allen
seconded.

The minutes of the August 14, 2006 commission meeting were approved as corrected.
The August 18th Goal Setting minutes will be approved at the October meeting.
Caseload Report
Molly summarized the August Caseload Report. There were forty-eight inquires, nine cases under
active investigation, four cases in backlog, two cases in mediation, one case in administrative
review, two cases in administrative law judge review, two cases were closed, and four cases were
formally filed. The case summary details allegations of discrimination in the area of employment
on the basis of disability.
Chairperson's Report
Commissioner Jarrard reported that Dave Loney has resigned from the commission due to work
demands. Jim also reiterated the commissioner attendance mandate outlined in the ordinance.
Jim stated that there were 135 people registered for the Human Rights Banquet which will be held
Thursday night.
Director's Report
Kelly provided a written report highlighting past and future initiatives.
Subcommittee Reports:
1) Faces & Voices - Judy, Bill
Judy attended a meeting on August 10th at the new Prescott school. Discussion
involved the September 14th Human Rights Banquet, the African Children's Choir
performance scheduled for September 29th at 7:00 p.m. at the Roosevelt Middle
School, and Safe Schools/GLBT concems. Minutes will be sent to commissioners.
2) Sexual Orientation Education Subcommittee - Bill, Vince
Commissioner Ross stated that the next subcom'mittee meeting is scheduled for
September 25th. Additionally, Bill reported that Molly has volunteered to serve as
chair on the speakers' bureau subcommittee.
3) Multicultural Subcommittee - Marcos, Anthony
No report given.
4) Accessibilitv - Judy, Jim, Bill
Commissioner Giesen reported that they are surveying a local bank on September
20th. The group is waiting for direction from the City Council to proceed with the
project following their August 21st work session. Kelly stated that she had sent a
memo to the City Manager with information he requested and she is awaiting a
response from him. Judy, as chair of the subcommittee, will contact Ann Michalski
to see if the council has made any decision or recommendation regarding the
project. She also suggested that the commission send a letter of thanks to the City
Council. Commissioner Rubinstein moved to send a thank you letter to the City
Council for selecting accessibility/ADA issues as a City. Council priority during the
next 5 years. Commissioner Allen seconded.

Discuss Subcommittee Budaet Needs
Kelly stated that the next budget season is approaching and asked if any of the subcommittees
had any specific items that may need funding. Commissioner Giesen moved to request a budget
of $1 ,000 for purposes of publishing the accessibility booklet and window clings. Commissioner
Ross seconded.

Commissioner Ross moved that the Sexual Orientation Subcommittee request a budget of $1,100
for: $300 to update People We All Know; $200 for pamphlets for speaker's bureau; $100
.
pamphlets for presentations; $25 each for envelopes and letterhead; $300 training speakers; $150
postage. Commissioner Allen seconded. Anthony questioned the fact that the Sexual Orientation
Subcommittee is not a current goal and was concerned that there may be a problem if the budget
requested doesn't reflect the goal, and that they should increase the budget as it should include
education of diverse populations. Commissioner Allen withdrew his second and Commissioner
Ross withdrew his main motion.
Commissioner Allen moved that the commission request $1,450 for the development of a
speakers' bureau to address diverse populations and partner with community organizations.

Commissioner Allen moved to allocate $1,500 to study and assess city regulations and ordinances,
and gather anecdotal data about particular city regulations and ordinances. Commissioner Giesen
seconded.

Commissioner Allen moved to adjourn, and Commissioner Ross seconded. Commissioner Jarrard
pointed out that there were additional agenda items not addressed. Commissioners Ross and
Allen withdrew their motions respectively.
Discuss Statewide Latino Conference SDonsorshiD
Commissioner Rubinstein stated that the conference will be held on October 27 & 28, 2006. He
stated that if the commission would sponsor the conference it would cost the same as sending two
people to the conference. Kelly stated that the city used Neighborhood Development funds to
send individuals. Commissioner Rubinstein withdrew the request for sponsorship due to the fact
it's not a human rights budgeted item.
Discuss Co-SDonsorshiD of One Iowa Event
Commissioner Jarrard stated that the One Iowa Educational Funds requested that the Human
Rights Commission be a co-sponsor to a series of educational programs for communities across
Iowa. Commissioner Ross moved to co-sponsor the One Iowa Educational Fund, and
Commissioner Allen seconded.

There being no further business to come before the Commission, Commissioner Ross motioned to
adjourn the meeting. Commissioner Allen seconded. Motion passed by acclamation. Meeting
was adjourned at 6:23 p.m.
