DATE: Tuesday, October 10, 2006
TIME: 6:00 PM
PLACE: Municipal Services Center, 925 Kerper Court
CHAIR: Jack Papin
MEMBERS PRESENT: Jack Papin, Dan Harris, Stan Gonner and Harlan
Willenborg
MEMBERS ABSENT: None
STAFF: Rich Russell

OTHERS: Jim McClain, Josh Bockenstedt and Tony Hollenbeck
The meeting started at 6:00 PM. Minutes of the meeting from December 21,
2005 were read. Motion by Papin and second by Harris to approve said minutes.
Motion carried 4-0.
The practical exams for Bockenstedt and Hollenbeck were begun at 6:05 PM.
Both candidates were unsuccessful. Bockenstedt's silver solder did not pass and
Hollenbeck did not complete the exam by 8:05 PM. Both candidates were asked
to provide verification of their experience from current and former employers.
Jim McClain requested that the Board approve the use of HDPE (high-density
polyethylene) pipe for water services. Willenborg reported that the Water
Department does not like the material. Board members had questions about
recommended installation (backfill, interaction with soils). Papin asked if any
jurisdictions in Iowa had approved the use of HDPE. McClain was not sure if any
had, but reported that the distributor in Cedar rapids had told him they sold a lot
of the material. Mr. McClain also mentioned that Omaha had approved the use of
HDPE.
Willenborg requested more information from the manufacturer (Cresline).
McClain will investigate further and try to arrange a presentation from a sales
representative of the company. Staff was also asked to check with the Water
Department on their policies and preferences.
Papin moved and Harris seconded to table the request for approval at this time.
Motion carried 4-0.
After scoring the practical exams, Papin moved to adjourn. Harris seconded.
