Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request.
The application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request, reviewing with the Commission that the
submitted plat subdivides an existing agricultural field.
Staff reviewed the surrounding land use and that the proposed lot split is to facilitate a
transfer of property and that no housing unit will be built, thus waiving the frontage
requirement will not adversely impact surrounding property.
There were no public comments.
The Zoning Advisory Commission discussed the request, noting that the plat, except for
frontage, is in substantial compliance with the City's Subdivision Regulations.
Recommendation
By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request, subject to waiving lot frontage requirements for Lot 1 of 2 and Lot 2 of 2
and waiving Article IV, Design and Improvement Standards of the Subdivision Regulations,
except for Section 42-19, Lots and Blocks.
Asimple majority vote is needed for the City Council to approve the request.

Dear Kyle:
Enclosed is a copy of the Final plat of Lots 1-2 and 2-2 of the West Y, of the SE Y. of Section
17, T.88N, R.3E. of the 5th P.M. in Dubuque County, Iowa. This plat is within two miles of the
City limits of Dubuque (See attached Map); therefore I'm asking for City review of the pia!. I
also enclosed a copy of the signature sheet, please review and let me know if the signature
blocks are acceptable.
The purpose of this plat is to divide the existing farm owned by Kenneth & Judith Lochner and
Gerald & Sharon Lochner. Kenneth will own Lot 2-2 and his brother Gerald will own Lot 1-2
after the plat has been recorded. Access to the land is from Hwy 52 across existing property
that is the remainder of the farm.
The plat cannot be placed on the Dubuque County Planning and Zoning Commission meeting
agenda until after City approval. Please notify me of the meeting times for Zoning and Council.
The owners will have the original plat and signature pages. The contact person will be

INTRODUCTION
The submitted final plat is located in Dubuque County near U.S. Highway 52 south of
Olde Massey Road. The City and County of Dubuque are jointly reviewing this plat as it
is within two miles of the city of Dubuque corporate limits. The subject final plat
subdivides an existing parcel into two parcels to facilitate transfer of ownership.
DISCUSSION
The submitted final plat, while considered a simple plat under the City of Dubuque
Subdivision Regulations, requires Zoning Advisory Commission and City Council
approval as the two lots being created do not have frontage on a public or private street.
The subject property is used for agricultural purposes and the lot split is being
undertaken to facilitate the transfer of ownership.
The submitted final plat is in all other respects in compliance with City of Dubuque
Subdivision Regulations, and since the property is not being subdivided to facilitate
development for residential or commercial purposes, staff recommends that the Zoning
Advisory Commission waive the requirement for lot frontage for both lots.
RECOMMENDATION
Planning staff recommends that the Zoning Advisory Commission approve the
submitted final plat subject to waiving lot frontage for Lots 1 of 2 and 2 of 2 and waiving
Article IV, Design and Improvement Standards of the Subdivision Regulations, except
for Section 42-19, Lots and Blocks.

RESOLUTION APPROVING THE FINAL OF LOT 1-2 AND LOT 2-2 OF THE WEST %
OF THE SE Y.O, SECTION 17, T88N, R3E, OF THE 5111 P.M. IN DUBUQUE COUNTY,
IOWA
Whereas, there has been filed with the City Clerk a Final Plat Lot 1-2 and Lot 2-2 of the
West % of the SE Y.O, Section 17, T88N, R3E, of the 5111 P.M. in Dubuque County, Iowa; and
Whereas, said Final Plat has been examined by the Zoning Advisory Commission and
its approval endorsed there; and
Whereas, said Final Plat has been examined by the City Couricil and they find that it
conforms to the statutes and ordinances relating thereto.

NOW THEREFORE, BE ITRESOL VED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, lOW.6\.
Section 1. That the City Council hereby waives Article IV, Design and Improvement
Standards of the Subdivision Regulations, except Section 42-19, Blocks and Lots.
Section 2. That Section 42-19(b) of the Subdivision Regulations is waived to allow
Lot 1-2 and Lot 2-2 to have 0 feet of frontage, where 50 feet of lot frontage is required.
Section 3. That the Final Plat is hereby approved and the Mayor and City Clerk
are hereby authorized and directed to endorse the approval of the City of Dubuque, Iowa upon
said plat of survey.
