Van Milligen, City Manager SUBJECT: Collective Bargaining Agreement between the Teamsters Local Union No. 421 (Bus Operators) and the City of Dubuque. Personnel Manager Randy Peck is recommending approval of the two-year agreement between the City of Dubuque and the Teamsters Local Union No. 421 (Bus Operators). Van Milligen City Manager FROM: Randy Peck Personnel Manager ~ SUBJECT: Collective Bargaining Agreement between the Teamsters Local Union No. 421 (Bus Operators) and the City of Dubuque We have reached a two year agreement with the Teamsters Local Union No. 421 (Bus Operators) for the contract period beginning July 1, 2006. The changes to the agreement are as follows: Article VIII, Funeral Leave Funeral leave for the death of an employee's child or step-child was increased from three (3) work days to five (5) work days. Article XVI, Holidavs The number of paid holidays for part-time bus operators was increased from three to four. Christmas Day was added to their holiday schedule. Article XVIII, Group Insurance The Amalgamated Transit Union, Local #329 was decertified on February 8, 2005. On April 5, 2005, the Iowa Public Employment Relations Board approved an Order of Certification designating the Teamsters Local Union No. 421 as the exclusive bargaining representative for full-time and part-time bus operators. Due to the timing of the certification, the Teamsters Union was unable to bargain on behalf of the bus operators until July 1, 2006. Consequently, on July 1, 2005, the City began requiring full-time bus operators to pay 10% of the cost of the premium established for the health and prescription drug plan for which the employee was enrolled. The Union has agreed to continue with this premium sharing arrangement. The Union will continue to participate in the Health Care Committee through June 30, 2008. " Article XXIII, Grievance Procedure Part-time bus operators will have access to the grievance procedure. Article XXIV, WaQe Plan . Effective July 1, 2006 through June 30, 2007 the wage plan is in effect on June 30, 2006 will be increased by 3.5% across-the-board for full-time and part-time bus operators. . Effective July 1, 2007 through June 30, 2008 the wage plan in effect on June 30, 2007 will be increased by 3% across-the-board for full-time and part-time bus operators. The compensation package is consistent with the compensation package to be received by the Dubuque Police Protective Association and the Teamsters Local Union No. 421 (Public Works Employees) on July 1, 2006 and July 1, 2007. It is also consistent with the compensation package to be received by the Dubuque Professional Firefighter's Association, Local #353; the International Union of Operating Engineers, Local #758; and Non-bargaining Unit Employees on July 1, 2006. The compensation package is consistent with the City Council's wage guidelines for the fiscal years beginning July 1, 2006 and July 1,2007. I recommend the attached resolution be approved. RP:bf cc: David Heiar, Economic Development Director John Rodocker, Transit Manager RESOLUTION NO. 501-06 APPROVING THE AGREEMENT BETWEEN THE CITY OF DUBUQUE, IOWA, AND THE TEAMSTERS LOCAL UNION NO. 421 (BUS OPERATORS) AND AUTHORIZING THE MAYOR TO SIGN THE AGREEMENT Whereas, the Sixty-Fifth General Assembly adopted the Public Employment Relations Act, Chapter 20, Code of Iowa; and Whereas, the City of Dubuque is public employer within the meaning of Section 3 (1) ofthe Public Employment Relations Act; and Whereas, the Teamsters Local Union No. 421 (Bus Operators), is an employee organization within the meaning of Section 3 (4) of the Public Employment Relations Act; and Whereas, the Teamsters Local Union No. 421 (Bus Operators), submitted a request to bargain collectively on behalf of the employees within its representation; and Whereas, bargaining between the parties has occurred and an agreement has been concluded. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the terms of the agreement be approved and the Mayor authorized and directed to sign the collective bargaining agreement. Passed, approved and adopted this 16th day of October, 2006. Roy D.
