SUBJECT: Application for HUD Lead-Based Paint Hazard Control Grant
Housing and Community Development Director David Harris is recommending approval
to submit a Lead Demonstration Grant application to HUD through the Dubuque County
Board of Health.
This application is being submitted by the Dubuque County Board of Health, with the
City of Dubuque Health and Housing Departments providing primary grant management
and supervision. ECIA will partner with us as a grant subcontractor for the work in rural
Dubuque County.

approval.

INTRODUCTION
This memorandum provides information regarding an application to the US
Department of Housing and Urban Development (HUD) for $3,120,000 for the
continuation of the Lead-based Paint Hazard Prevention Program in the
low/moderate portions of Census Tracts 1,5,6,7.01,7.02,101.01 and 101.03 in
the City of Dubuque and an extension of the Program to four cities in rural
Dubuque County. This application is being submitted by the Dubuque County
Board of Health, with the City of Dubuque Health and Housing Departments
providing primary grant management and supervision. ECIA will partner with us
as a grant subcontractor for the work in rural Dubuque County.
DISCUSSION
Since January 1992, the City of Dubuque has addressed childhood lead
poisoning, first in cooperation with the Iowa Department of Public Health (IDPH),
and then by conducting its own Childhood Lead Poisoning Prevention Program
(CLPPP). In 1997, Dubuque was awarded a Round 4 HUD lead-based paint
hazard control grant and in 2003, a Round 11 HUD lead-based paint grant, for a
combined total of $6 million. 725 properties occupied by very low to moderate-
income families have been made lead safe. This program initiated many cost-
effective measures to prevent and eliminate childhood lead poisoning in
Dubuque and has built local capacity through informing citizens, training
contractors and workers, and educating landlords and property owners.
The application submitted to HUD in June 06 for continuation of the Lead Hazard
Reduction Program in the City of Dubuque was not funded. However, additional
funding is available for Dubuque County, through the HUD Demonstration Grant
Program, as the County-wide total of pre-1940 rental units meets the required
threshold for eligibility. Therefore, the proposed application will be submitted
under the sponsorship of the County Board of Health.
This application is for a HUD Lead-based Paint Demonstration Grant totaling
$3,120,000 to be submitted by the Dubuque County Board of Health,
administered by the Health Services and Housing and Community Development
Departments, with ECIA serving as a grant subcontractor for rural Dubuque
County. This grant application is for the continuation of this primary lead-based
paint poisoning prevention program for an additional 36 months in selected target
areas in the City of Dubuque and four rural communities in Dubuque County.
If funded, this grant would be awarded in 2006, with work commencing in March
2007. This program will require a 25% time commitment from the Senior
Housing Inspector for the first six months of the grant and a 12.5% time
commitment from both the Public Health Specialist and the Senior Housing
Inspector, as Project Directors for the remaining thirty months, as well as
$180,000 in CDBG funds for lead-hazard reduction activities - $60,000 per fiscal
year for FY2008, FY2009 and FY2010.
RECOMMENDATION
Approve submission of a Lead Demonstration Grant application to HUD through
the Dubuque County Board of Health. A sub-contracUagreement will be
developed between the Dubuque County Board of Health and the City of
Dubuque for administration of the grant.
ACTION STEP
The action step requested is to approve the City of Dubuque's role in this City-
County Board of Health-ECIA partnership application to HUD, in response to a
Notice of Funds Availability for a Lead-Based Hazard Demonstration Grant, in
the amount of $3,120,000.
