This letter is in reference to a dangerous situation that exists along two major
thoroughfares on the west end of Dubuque. I live within a half mile of the Dubuque
Arboretum but I cannot safely walk there to enjoy the most beautiful park in the city. I
am forced to walk within inches of oncoming traffic along 32nd Street between Highland
Park Dr. and the N.W. Arterial because there are no sidewalks. If! choose to walk along
Kennedy Road, it is the same situation. There are no sidewalks on J.F.K. north of
Kaufmann Ave. My question is, why do most people have to install and maintain
sidewalks to very stringent standards yet these areas are not required to have any
sidewalks at all? These properties in question are 100% developed and are mostly
residential. I have seen women pushing baby strollers in the street along Kennedy Road
as cars zoom by just inches away. The bus stop on Kennedy Road is frequently used by
young people and special needs adults but they must walk in the street to get there,
particularly in the winter time when the snow forces tllem to walk in the slush and traffic.
This area consists of schools, churches, apartment complexes with lots of children, a
nearby soccer complex as well as Marshall Park that creates a heavy mix of car and
pedestrian traffic. Please don't wait until a law suit or a fatality forces you to rectify a
problem that should have been addressed years ago. Thank you for your consideration on
this matter.
