He further recommends that a public hearing be set for November 6, 2006.

INTRODUCTION
This is in response to an August 29, 2006 petition to establish a Residential Parking
Permit District (RPPD) on Hansel Drive between Keystone Drive and Keymont Drive.
BACKGROUND
In 1985, the City adopted an ordinance providing for the establishment of Residential
Parking Permit Districts. The purpose of such districts is to reduce traffic congestion
resulting from the use of parking within residential districts by persons not residing
within the district, to protect the residents of these districts from an unreasonable
burden in gaining access to their residences, to preserve the character of such districts
as residential districts, and other various purposes. A Residential Parking Permit
District designation can be made only after a petition of residents representing 60
percent (60%) of the dwelling units in a proposed area is received, a parking study is
conducted by the City Engineer, and a public hearing is held by the City Council.
To be eligible for a RPPD designation, the proposed district must include at least four
(4) block faces or contain 50 parking spaces, must have at least 80 percent (80%) of the
curbside parking utilized during peak periods, and must have at least 25 percent (25%)
of such utilization by non-residents of the area. A petition may be considered for an
area which contains less than four (4) adjacent block faces of fifty (50) curb parking
spaces if there are extenuating conditions that render such requirement unreasonable.
Upon the recommendation of the City Manager, such requirement may be waived by
the City Council if it finds that the proposed residential district is isolated or separated
from other residential areas by topographical features or by commercial area. Upon
designation as an RPPD, no one can park curbside in the district during the restricted
hours without a residential or guest parking permit.
DISCUSSION
The petition which was submitted on August 29, 2006, represents in excess of 60
percent (60%) of the dwelling units along Hansel Drive between Keystone Drive and
Keymont Drive, as is required under the ordinance. The petition requests that the
parking restriction be effective between the hours of 7 a.m. and 3 p.m. daily, except
Saturdays, Sundays and holidays.
The City's parking study of this area indicates that during the requested time period, at
least 80 percent (80%) of the curbside spaces were utilized, and at least 25 percent
(25%) of such curbside parking spaces were utilized by non-resident parkers. The
petition, therefore, meets the requirements of the RPPD ordinance.
At its August 7, 2006 meeting, the City Council adopted an ordinance designating as
Residential Parking Permit District H, Vizaleea Drive and Keymont Drive from Keyway
Drive to its westerly terminus. The time and days requested by the petitioners on
Hansel Drive correspond to those in District H. Therefore, Hansel Drive should be
added to District H.
In addition to the Hansel Drive petition, a resident on Phyllrich Drive (that is directly east
of Hansel Drive) recently requested information regarding procedures and requirements
for Residential Parking Permit Districts.
RECOMMENDATION
Since the parking study indicates that the parking conditions on Hansel Drive meet the
criteria necessary for the establishment of a Residential Parking Permit District, I
recommend that Hansel Drive between Keystone Drive and Keymont Drive be
designated as a RPPD. I also recommend that the district parking regulations be from 7
a.m. to 3 p.m. daily, except Saturdays, Sundays and holidays.
I would further recommend that the City Council set a public hearing on the designation
of Hansel Drive between Keystone Drive and Keymont Drive, as a Residential Parking
Permit District between the hours of 7 a.m. to 3 p.m. daily, except Saturdays, Sundays
and holidays. After the public hearing, the City Council may reject the petition, adopt an
ordinance designating the proposed area as a Residential Parking Permit, or adopt an
ordinance modifying the proposed district. The City Council may also adopt alternate
hours other than the 7 a.m. to 3 p.m. parking restriction daily except Saturdays,
Sundays and holidays.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolution setting a public hearing
on November 6, 2006 on the proposed Residential Parking Permit District on Hansel
Drive between Keystone Drive and Keymont Drive.

RESOLUTION SETTING A PUBLIC HEARING ON ESTABLISHING A

Whereas, the City of Dubuque, pursuant to Section 32-383 of the Code of
Ordinances, has received a petition containing sufficient signatures requesting that an
area described as follows be designated as a Residential Parking Permit District:
Hansel Drive, from Keystone Drive to Keymont Drive
Whereas, pursuant to said Section 32-383, the City Manager has caused a
parking study of the area identified above to be undertaken and which study shows at
least 80 percent (80%) of the curbside parking spaces in the proposed parking permit
district were utilized during peak periods, and at least 25 percent (25%) of the curbside
parking spaces in the proposed parking permit were utilized by non-resident parking;
and
Whereas, the City Manager, based upon the results of the study, and in
accordance with Section 32-383, recommends that the area be designated as a
Residential Parking Permit District and that the City Council set a public hearing on the
petition to establish such area as a Residential Parking Permit District and the hours
such parking restrictions are to be in effect.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City Council finds and determines that a valid petition has
been received for the designation of Hanse! Drive from Keystone Drive to Keymont
Drive, as a Residential Parking Permit District.
Section 2. That the Residential Parking Permit District hours be effective
between the hours of 7 a.m. and 3 p.m. daily, except Saturdays, Sundays, and holidays.
Section 3. That the City Clerk be authorized and directed to publish a notice of
public hearing on the designation of the above described area as a Residential Parking
Permit District, to be held on November 6, 2006.

On behalf of the residents of Hansel Drive, I have been chosen to address the
status of our street becoming a parking street for Hempstead High School. As seen at the
City council meeting on August 7tJo 2006 it is very clear that there is a significant problem
with students parking and behavior. We on Hansel Drive know this problem is not going
away, and will continue on our street. Now there becomes a new problem, students not
only will be congesting the street with parking, littering, and rude behavior as has been a
continuous problem for years, Now there will be students crossing between homes and in
the process bringing trash as well as discomfort to the residents especially the elderly.
The students from the August 7th meeting had even slated that the trash will
continue and everyone knows the behavior will as well. Disregard for what is not there's
will continue.
We on Hansel Drive do not want to deal with this even for one year. With these
concerns we are requesting a Residential Parking Permit District for Hansel Drive.
Our only resolution that we can recommend is to have an ofT campus parking lot
that the students can park in and then be bused to school but residential parking is not an
answer at all.
We on Hansel drive have put together a petition, which consists of every
residence except one from the street this petition is enclosed for your records and review.
Also enclosed is the letter sent out to our neighborhood by Hempstead High School.
We would like to request a public hearing on this issue as soon as possible.

Dear Hempstead Neighbor,
School at Hempstead will begin again soon with the 2006-2007 school year. As a neighbor of
Hempstead, I wanted to inform you of severa1 receat changes that may have an impact upon
you. Our goal is to sbare our neighborhood with you as a positive experience for all.
This week the Dubuque City Council added Vizaleea and Keymont StRels as a Resideatial
Parking Permit District (RPPD) between the hours of 7:00 am and 3:00 Pm, MomIaythrough
Friday. The neighbors on those streets requested this status from the City Council because of
parking congestion and problems resulting from Hempstead Itl'Mw' parking on diose streets.
Students will not be able to park on those streets any looger. The neighbors to our west
(Rosemont) and to our south (Lucy Drive, Amy Court) have previously bad their streets
designated as a RPPD.
Your street now becomes one of the closest off' campus parking areas for some SlIIdeaIs. On
campus we have 650 parking spaces and about 460 8R set aside for student puking. We issue
parking permits to all juniors and seniors (about 870 studeuts this fiI1l) knowing that not every
student drives everyday. We do not issue parking permits to sophomores or ftllshmen. We
encourage students to ClUpOOI, take the bus, ride a bike, or be transporlr:d by others to scbooI.
About 75-loo SlIIdeaIs choose to drive and park off' campus daily.
We expect our studeuls to be courteous, respectful, and environmenta1ly aware. If there is
cause for concern, please contact the school (552-5208) and we will assist in working with any
misbehaviors of identified students. Please try to obtain the license plate oumber if a vehicle
causes concern. We 8R not staIfed to patrol the neighborhood, but would be willing to come
to your street should a concern arise. Our school liaison with the Dubuque Police Department
is Officer Becky Stieber and she can be readied at 589-4410.
As you may have noticed, our school is under renovation through August 2008 and we have
lost some parking due to constructiou worlcer vehicles and construction zones. We continue to
explore ideas to improve the parlcing situation and welcome your SU8llestions.
