SUBJECT: Delinquent Dog and Cat License Charges
City Clerk Jeanne Schneider is requesting approval of an amendment to Chapter 7 of
the City of Dubuque Code of Ordinances.
Currently, dog licenses are due January 1st of each year and become delinquent on
March 31st Cat licenses are due on July 1st of each year and become delinquent on
September 30th At that time, a ten dollar ($10) late penalty fee is added to the cost of
the license.
The proposed change would provide that when March 31st or September 30th fall on a
Saturday, Sunday, or legal holiday, the license shall become delinquent on the next
day, which is not a Saturday, Sunday, or legal holiday. With the proposed change the
$10 penalty fee would not be added until the close of business on the next regular
business day.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Backaround
The purpose of this memo is to request City Council approval of an amendment to
Chapter 7 of the City of Dubuque Code of Ordinances pertaining to delinquent dog and
cat license fees.
Discussion
Currently, dog licenses are due on January 1st of each year and become delinquent on
March 31st Cat licenses are due on July 1st of each year and become delinquent on
September 30th. At that time a ten dollar ($10.00) late penalty fee is added to the cost
of the license.
The proposed change would provide that when March 31st or September 30th falls on a
Saturday, Sunday, or legal holiday, the license shall become delinquent on the next
day which is not a Saturday, Sunday, or legal holiday. For example, recently cat
licenses became delinquent on Saturday, September 30, 2006. With the proposed
change the $10.00 penalty fee would not be added until the close of business on
Monday, October 2,2006.
Reauested Action
The requested action is for City Council to review and approve the proposed amendment
to Chapter 7.

Section 1. City of Dubuque Code of Ordinances § 7-34 is amended to
read as follows:
Sec. 7-34. Dogs-Expiration; Renewal; Delinquent Fee:
All dog licenses issued under this division shall expire on
December 31 of the year in which issued and shall become
delinquent on March 31 of the year due unless March 31 falls on a
Saturday, Sunday, or legal holiday, in which event the license shall
become delinquent on the next day which is not a Saturday,
Sunday, or legal holiday. A penalty of ten dollars ($10.00) shall be
added to the required license fee for each delinquent dog license.
Section 2. City of Dubuque Code of Ordinances § 7-36 is amended to
read as follows:
Sec. 7-36. Cats-Expiration; Renewal; Delinquent Fees:
All cat licenses issued under this division shall expire on June 30 of
the year following and shall become delinquent on September 30 of
the year due unless September 30 falls on a Saturday, Sunday, or
legal holiday, in which event the license shall become delinquent on
the next day which is not a Saturday, Sunday, or legal holiday. A
penalty fee of ten dollars ($10.00) shall be added to the required
license fee for each delinquent cat license.
Section 3. This Ordinance shall take effect upon publication.
