Minutes Long Range Planning MINUTES LONG RANGE PLANNING ADVISORY COMMISS1D RA October 18, 2006 FT 7:00 P.M. . 'c' Auditorium, Carnegie Stout Library 360 W. 11th Street, Dubuque, Iowa PRESENT: Chairperson Charlie Winterwood; Commissioners Jim Prochaska, Lou Oswald and Otto Krueger; Staff Member Laura Carstens. ABSENT: Commissioners Rick Stein, Mary Lynn Neumeister and Patricia Cline. CALL TO ORDER: The meeting was called to order at 7:01 p.m. CERTIFICATION OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying that the meeting was being held in compliance with the Iowa Open Meetings Law. MINUTES: Motion by Oswald, seconded by Prochaska, to approve the minutes with corrections to Balvanz and NAMI. Motion carried by the following vote: Aye - Oswald, Prochaska, Krueger and Winterwood; Nay - None. PUBLIC HEARINGS: COMPREHENSIVE PLAN UPDATE Review Cloals and obiectives for Human Services Element Chairperson Winterwood opened the public hearing and asked for public comments on the Human Services Element. There were no public comments. The following discussion/changes to the Human Services Element were made: Goals 1-5: Staff Member Carstens discussed the Staffs recommended deletion of "work with area providers and citizens" from Goals 1-5 was to simplify the goals. No changes were made. Goal 2: Objective 2.5: Delete "consumer". Goal 5: Objective 5.3: Reword to read "at or below poverty level." Objective 5.4: Move to Education Element as Objective 6.8. Objective 5.5: Move to Education Element as Objective 3.7. Goal 6: Consensus was to keep "and citizens" in this goal. No other changes were made. The hearing was closed. Minutes - Long Range Planning Advisory Commission October 18, 2006 Page 2 Review Qoals and obiectives for Education Element Chairperson Winterwood opened the public hearing and asked for public comments on the Education Element. There were no public comments. The following discussion/changes were made: Policv statement: Change "weds" to "joins", replace "and child" with "teacher, and student", change "partnership" to "partnerships", and replace "each other" with "one another". Goal 2: Objective 2.3: Add "and abilities". Goal 3: Commissioners discussed local, state, and national standards. Objective 3.1: Add "and state". Objective 3.5: Reword to "Encourage activities that promote lifelong physical fitness and health awareness." Insert Objective 5.5 from Human Services Element as new Objective 3.7 and change to "post-secondary" . Goal 4: Reword to move "pre-school" to before "children". Goal 5: Commissioners discussed mentoring programs. Objective 5.5: Reword to "support and expand mentoring by encouraging retirees and employees with the support of their employers." Goal 6: Objective 6.7: Reword to "Encourage community service and involvement by all students." Insert Objective 5.4 from Human Services Element as new Objective 6.8. Goal 9: Objective 9.2: Delete "shrinking." No other changes were made. The hearing was closed. ACTION ITEMS: COMPREHENSIVE PLAN UDPATE Review aoals and obiectives for Health Element The following discussion/changes to the Health Element were made: There was discussion of objectives 1.4, 7.1 and 7.2. No changes were made. Consensus was to delete "including access to family planning" from this objective. Motion by Prochaska, seconded by Krueger, to forward to the City Council the Health Element with one change to Objective 4.4. Motion carried by the following vote: Aye- Krueger, Oswald, Prochaska and Winterwood. Nay - None. Review aoals and objectives for Housina Element The following discussion/changes to the Housing Element were made: Commissioners reviewed the memo from Housing and Community Development Director David Harris regarding the Housing Commission's comments. Consensus was to add a new Objective 1.15 as recommended by Housing Commission regarding Community Oriented Policing. Motion by Oswald, seconded by Krueger, to forward to the City Council the Housing Element as amended to reflect the Housing Commission's recommendation. Motion carried by the following vote: Aye - Winterwood, Oswald, Prochaska and Krueger; Nay- None. LIAISON/SUBCOMMITTEE REPORTS Enterorise Zone Commission: There was no report due to Commissioner Stein's absence. Staff Member Carstens noted the minutes of the last Enterprise Zone Commission meeting were enclosed. Chairperson Winterwood noted that Commissioner Stein did not attend that meeting, and had missed a number of Long Range Planning Advisory Commission meetings. He asked for a report on attendance at the next meeting. ITEMS FROM PUBLIC: The Commission reviewed the letter from the Environmental Stewardship Advisory Commission regarding adding more youth members. ITEMS FROM COMMISSION: 2007 Public Hearina Schedule for Comprehensive Plan Uodate: Commissioners reviewed the 2007 public hearing schedule. For the Public Safety and Diversity Elements, the consensus was to approve these two elements in December 2006 by consensus via e- mail, and to stick to the original schedule for a January 2007 public hearing. ITEMS FROM STAFF: September 2006 Comp Plan Update Report: The Commission received and filed this report.
