SUBJECT: Contract Number 08- DRIFWP -203 — Sole Source Procurement
Dear Mayor Buol:
The Iowa Economic Development Authority (IEDA) received an email from Laura Carstens on
September 24, 2013 requesting the IEDA to allow the selection of the University of Northern Iowa
and their GeoTree GIS team as the sole provider of a new proposed watershed model that uses GIS
and some of the current best management practices modeling Dubuque is looking at using into the
future for watershed planning. Based on the information provided, the University of Northern Iowa
is the only firm capable of providing the services the city of Dubuque is seeking and the price seems
reasonable.
The IEDA hereby approves the request to use the sole - source method of procurement to select the
University of Northern Iowa GeoTree GIS team as specified. The city of Dubuque needs to ensure
that all CDBG requirements are met and all required contract language is included in the contract
with the University of Northern Iowa.
