WHEREAS, Dubuque is one of 2,300 cities in the United States and Canada served by a United
Way, and whose function it is to collect funds through voluntary contributions in
one major campaign each year for 17 health and welfare agencies; and
WHEREAS, all residents of the Tri -State Community benefit greatly from the programs and
services given by the United Way agencies serving our community; and
WHEREAS, through a judicious study of human care needs it has been determined that
$1,500,000 is needed to cover the more pressing community services of health and
welfare agencies and special projects for the coming years; and
WHEREAS, generally giving to these multiple causes through the medium of the United Way
is a democratic, humanitarian, accountable way of efficiently meeting these
community obligations; and
WHEREAS, United Way Services, Inc. will conduct its annual fall campaign from August 4th
through October 31st of this year.
NOW THEREFORE, I TERRANCE M. DUGGAN, MAYOR OF THE CITY OF DUBUQUE, IOWA, DO
EXTEND CONGRATULAT IONS TO THE UNITED WAY SERVICES BOARD OF TRUSTEES, VOLUN-
TEERS AND STAFF, FOR ITS 71 YEARS OF SERVICE AND DO HEREBY PROCLAIM THAT THE
PERIOD FROM AUGUST 4TH THROUGH OCTOBER 31ST BE KNOWN AS
"UNITED WAY CAMPAIGN TIME"
AND DO URGE THAT EVERY RESIDENT AND PERSON EMPLOYED IN THE DUBUQUE AREA
SUPPORT THIS ANNUAL DRIVE OF THE UNITED WAY BY CONTRIBUTING THEIR "FAIR SHARE"
AND REMEMBERING THAT THESE CONTRIBUTIONS WILL BE DIVIDED AMONG DESERVING
ORGANIZATIONS AND SPECIAL PROJECTS THAT SERVE THE DESERVING PEOPLE OF OUR
COMMUNITY.
IN WITNESS THEREOF, I have hereunto set my

We would greatly appreciate your help in promoting the 1999-
2000 United Way Services Campaign, which will take place
August 4 through October 31, 1999
It would be very beneficial if you could issue a proclamation
declaring August 4 through October 31 1999 as UNITED
WAY CAMPAIGN TIME. Enclosed please find a copy of the
proclamation.
United Way Services will begin its campaign on Wednesday,
August 4, 1999 Therefore, it would be timely if the Proclamation
were issued at the August 2, 1999 City Council Meeting We will
have a representative at this meeting to accept the proclamation.
