Van Milligen CITY OF DUBUQUE, IOWA MEMORANDUM • � • • 22 July 99 To: Mike Villigen, City Manager From: David arris, Housing Services Department Re: Planning Committee for Future Search Conference Introduction The purpose of this memorandum is to announce the Housing Commission's appointment of members to the Planning Committee for the Housing Services Department's Future Search Conference Background In February, the Housing Department's "Housing Summit" was held, culminating a six -month process in which more than 200 interviews were held with housing stakeholders throughout the community. Those interviewed were asked to relate experiences in which the best possible customer services were received. At the Summit, they were asked to envision a future in which an ideal community had been created, where housing and supportive services were available as needed, to persons at all socio-economic levels. Discussion The next - and final - step in this process of customer participation and survey is to hold a 2 % day "Future Search Conference." The objective of the conference is to bring together primary housing stakeholders to agree on the basic design of a strategic plan for delivery of housing and supportive services This planning effort will complement current staff efforts now underway in development of a revised HUD 2000 -2005 Consolidated Plan, required to be produced every five years. The Consolidated Plan is due in May 2000; the Conference is planned to be held this November. A critical aspect of planning for this event is the work of a planning committee, comprised of a representative group of housing stakeholders, which designs the focus for the conference, receives preliminary staff - prepared analyses of current housing market conditions and identifies and recruits the key participants. We expect approximately 75 persons to attend, representing all the various groups involved in the business of housing in Dubuque. The Housing Commission has identified a preliminary list of approximately 30 key stakeholders for recruitment to the planning committee. It is expected that half this number will be able to commit to serving. They have been selected due to their prominence in housing activities, neighborhood and community development interests and /or business associations. Because their sponsorship of the Future Search Conference is critical for its success, the Commission has requested that the City Council be apprised of their appointment to the planning committee. And because the Housing Commission has identified you as a key "stakeholder" - representing the interests of a group closely connected to housing issues - we want you to be a part of that process. What is Future Search? The Future Search Conference is a 'whole systems' approach which brings together people of diverse interests in a effort designed to create a shared vision of a better future. It's a model which has effectively been used, across the country, to utilize the talents of committed community persons to address a variety of complex issues. In this case, we want to create a strategic plan for the development and delivery of housing in Dubuque in the year 2000 and beyond. The Conference will be a 2 '/2 day event, held at the Sinsinawa Dominican Center, facilitated by a team of skilled consultants. The Commission has selected Laveme Webb, from the Webb Alliance, for this role. We expect about 75 people to participate. We're planning to hold this event in November. The Steering Committee The first task is to convene a steering committee of persons, like yourself, to help us plan the Conference. We expect the committee to meet three times - once each in the months of August, September and October. Each of these sessions will involve about six hours of your time. Some of the tasks to be completed include the following: 1. Identify the 75 key stakeholders to be invited to participate in the Conference 2. Plan for the focus and content of the Conference 3. Receive a variety of reports from the Housing and Planning Departments, assessing current dynamics and needs of Dubuque's housing market 4. With Housing Department staff assistance, review and approve a preliminary report on the housing market, to be disseminated to Conference participants in the Fall 5. Develop and approve presentation materials for the Conference 6. Arrange logistics; plan communication of Conference results and outcomes As you can see, there's a lot of work to be done. We're looking for about 15 committed persons to help us do it. We're asking for about 18 -20 hours of your time, and in exchange you get to work hard, accomplish something significant for the future of our community and have some fun while you're at it.
