As per our Purchase of Services Agreement with the City of Dubuque, I am making this Fourth Quarter
Report detailing our activities in working with youth from Dubuque who have been referred to our High
Risk Youth programs.
During the fourth quarter, the following numbers of youth in the City of Dubuque were seen in the

Additionally, during Fiscal Year 1999, 113 youth participated in activities at the CHOICES Program,
the drop -in center for youth.
The CHOICES Program was not refunded by the Iowa Department of Public Health for Fiscal Year
2000. The drop -in center ceased program operations on June 30, 1999. SASC anticipates no other
changes in its youth programs during Fiscal Year 2000.
