Both of the above claims were filed in connection with the
claimant's arrest and incarceration for a drug offense. The first
claim is for return of property he alleges should have been
returned to him, and the second is for violation of his civil
rights while he was incarcerated.
Both claims have been referred to Public Entity Risk Services
of Iowa, the agent for the Iowa Communities Assurance Pool.
