Whereas, the Iowa Department of Natural Resources has allocated grant funds for the
development of natural areas, recreational trails and facilities for pedestrians and bicycles; and
Whereas, the City has an adopted Riverfront Plan which places high priority on hike /bike
trail development along the Mississippi River and the linkage of the existing Heritage Trail with
the Mines of Spain State Recreational Area; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the Mayor is hereby authorized to sign and the City Planner is hereby
authorized to submit the resolution and the application to the Iowa Department of Natural
Resources for Resource Enhancement and Protection Funds for the Mississippi Riverwalk
project.
Section 2. That the City Council authorizes the City Manager to utilize budgeted Capital
Improvement Program funds to provide the financial match for this project should the application
be approved by the Iowa Department of Natural Resources.
Section 3. That in the event said application is approved, the City Council hereby provides
its written assurance that the completed project will be adequately maintained for its intended use
for a minimum of twenty (20) years following project completion.
Section 4. That the City of Dubuque agrees to abide by all local, state and federal
requirements applicable to the proposed project.

This REAP project involves land acquisition, construction and landscaping of the
Mississippi Riverwalk Recreational Trail, a one -third mile bike /hike trail adjacent
to the Mississippi River. The Riverwalk will provide public access to the river's
edge, observation sites for many species -- including the bald eagle, and scenic
views of wooded limestone bluffs. Landscaping along the 15 -foot wide trail of
colored concrete will include native wildflowers, trees and shrubs.

SUBJECT: REAP Grant Application — Mississippi Riverwalk

INTRODUCTION
This memo transmits for City Council review and approval a resolution and an
application for a $200,000 REAP grant from the Iowa Department of Natural Resources
to acquire the land adjacent to the Dubuque Star Brewery needed to construct the
Mississippi Riverwalk.
In August 1998, the City submitted a REAP grant application for land acquisition for the
Mississippi Riverwalk. That grant ranked fifth, but REAP funding was available only for
the top four projects.
DISCUSSION
The Mississippi Riverwalk will be a bike /hike recreational trail along the riverfront from
the Ice Harbor to Dove Harbor. The Riverwalk project involves installation of the 2,000
foot riverfront promenade and its related amenities along the river on top of the
floodwall and levee. Project costs shown in the grant budget also include the cascading
seating stairs, landscaping, and small riverfront landings, which we anticipate would be
funded with private sources.
The estimated total cost for the project is approximately $2,400,000. The City has
approximately $848,000 of local funding budgeted for land acquisition in the Capital
Improvement Program for the Mississippi Riverwalk. The REAP grant application is for
acquisition of the property adjacent to the Dubuque Star Brewery. The City and the
property owner, AGRI, have agreed on a sale of the property for $238,400. This
$200,000 REAP grant, if awarded, would reduce the amount of City funding needed for
land acquisition.
Land acquisition has been included in the project costs for the REAP grant application.

Land acquisition costs include the acquisition of land and maintenance easement for
construction of the Riverwalk on top of fill along the floodwall and on top of the levee
along the Star Brewery. For the REAP grant, land acquisition would not include the
land needed for construction of the Brewery plaza and amphitheater.
REAP grants do not require a local match. Grant awards do not exceed $200,000 for
cities the size of Dubuque. With the City's substantial local match, we believe that a
$200,000 REAP grant application will be competitive for land acquisition. In addition,
since this application scored highly in 1998, we believe it will do well in 1999.
RECOMMENDATION
To meet the REAP deadline of August 6, 1999, I recommend that the City Council
approve the attached resolution and grant application for $200,000 in REAP funds for
land acquisition of the Brewery property for the Mississippi Riverwalk project.
