Amending Zoning MapPat & Harold Kemler • • • We the undersigned, are opposed to St. Mary's Church Corporation/Sister Helen Huewe proposal for rezoning the dwelling located at 1561 Jackson Street (Marie House). The property is requested to be rezoned from R -2A, Alternative Two - Family Residential District to OR, Office Residential District to permit a rooming and boarding house. We are opposed to this rezoning for the following reasons: 1. To our knowledge there is no business plan. There is nothing in writing to describe the definite purpose of this proposed room and boarding house pertaining to: A. The residents of this dwelling. Will they be temporary? How long will they be allowed to stay? What age limits will be allowed? Who will be allowed to stay? What would happen to a family with children ages 17, 12, and 8? Would be turned away? B. How will potential residents be informed of this service? Through advertising? Word of mouth? Police Department? Other Churches? C. Who will be the key employees? What will there roles be? What will their responsibilities be? What experience do these employees have? How many attendants will there be? Per shift? Will there be a 1st shift? 2 nd shift? 3 rd shift? Will the attendants do the cooking, laundry, disciplining children'? Will there be insurance? What type of coverages? What will the costs be? Where will the funds come from? Will there be visitation? Who will be allowed to visit and for how long? ?Will there be a curfew? D. What areas of help or assistance will be available for the residents? Medical? Transportation? Support Groups? Pshycological? Cash? Jobs? Will the staff be capable of tending to a small or large number of children if the mothers have appointments or jobs? Will this be a day care center? 2. How will this project be funded? Does this business plan have a projection or estimate for: A. Construction or remodeling costs? B. A plan for funding repairs /maintenance? C. Adequate funding for operational expenses? ( heat, electric, staples, snow removal etc.) D. What are the source (s) of this funding Where will these funds come from? (Govt. grants, bank loans, gifts) E. Is this funding sufficient to start, maintain, and operate this project for an extended period of time? 3. What type of facility is needed? A. Will this facility be handicap accessible? 13. What type (s) of security will be necessary? C. Are there adequate emergency exits? D. Is there an existing fire alarm/sprinkler system? E. Are there sufficient sanitary facilities?
