SUBJECT: Tri-State Trail Vision - Request for Trail Study
The Tri-State Trail Vision Board of Directors has requested that the City budget for a
cost and feasibility study (estimated at $70,800) for a hiking/biking trail along the Middle
Fork of Catfish Creek between the Bergfeld Recreation Area and Julien Dubuque Drive.
Leisure Services Manager Gil Spence intends to request, as part of the Fiscal Year
2008 budget process, that these funds be budgeted in Fiscal Year 2012, the last year of
the new Five-Year Capital Improvement Program.
The Fiscal Year 2008 budget process will determine the availability of funding. The City
Council will hold public meetings in February and March 2007 to discuss the Fiscal Year
2008 budget and to receive citizen input. The Leisure Services Department budget
hearing is scheduled for Monday, February 26, 2006, in the Carnegie-Stout Public
Library Auditorium at 6:30 p.m., to be followed by a public hearing in the same location
on Tuesday, March 6, 2006 at 6:30 p.m.

Tri-State Trail Vision - Request for Trail Study
INTRODUCTION
The City Council referred a request from Tri-State Trail Vision to the City Manager at their
October 16, 2006 meeting.
The request is for the City to budget in FY 2008 for a cost and feasibility study for a
hiking/biking trail along the Middle Fork of Catfish Creek between the Bergfeld Recreation
Area and Julien Dubuque Drive (enclosure).
DISCUSSION
In 1996, the City of Dubuque adopted the Heritage Trail Master Plan. This plan identified six
priorities in the corridor assessment section. Priority 6 was the Catfish Creek Corridor. The
trail was to follow the Catfish Creek Valley from the Mines of Spain to the Northwest Arterial
and Radford Road. The timeframe for this segment was 2005 to 2010.
A cost and feasibility study for this trail will enable the City to apply for grants to develop the
Catfish Creek Trail.
Leisure Services Manager GiI Spence has prepared the enclosed CIP for an engineering
study to determine the feasibility and cost for the proposed trail. The estimated cost for this
study is $70,800. The study has been recommended for FY 2012.

Dear Mayor and City Council Members:
The Board of Directors ofTri-State Trail Vision, a non-profit group formed by the Envision
2010 Integrated Hike-Bike Trails Committee, requests that the Dubuque City Council include in
its budget for fiscal year 2008, a cost and feasibility study for a hiking-biking trail along the
middle fork of Catfish Creek between the Bergfeld Recreation Area and Julien Dubuque Drive.
A trail in the Catfish Creek Corridor trail was one of the six priorities in the corridor assessment
for the Heritage Trail Master Plan adopted by the City Council in 1996. The time frame for this
trail was 2005 to 2010. The Dubuque County REAP Committee has also included a trail along
the middle fork of Catfish Creek in their five year plan, adopted in August 2006.
Tri-State Trail Vision has examined aerial and plat maps of the corridor and feels that this
corridor would be best for a much needed, family-friendly East-West trail. In order to create
such a trail by 2010, studies need to be initiated in the next fiscal year.
