Chief of Police Kim Wadding recommends City Council approval of the submission of a

INTRODUCTION:
The purpose of this memorandum is to request City Council consideration and approval
of a Wal-Mart "Safe Neighborhood Heroes" grant submission to the Wal-Mart
Corporation for consideration for the purchase of eight digital cameras in the amount of
$3,000 for use by patrol officers as they respond to initial calls for service. The grant
requires no cash match and can not exceed $3,000.
BACKGROUND:
Throughout the month of October, each of the U.S. Wal-Mart stores Neighborhood
Markets, SAM"S CLUBS and distribution centers are recognizing the efforts of
hometown fire, police, and rescue agencies by providing grant funding opportunities
throughout their service area.
The "Safe Neighborhood Heroes" grant provides funding to not for profit organizations,
Public Schools, Faith Based organizations and Federal, State or Local Government
Agencies for programs to promote safer communities. The "Safe Neighborhood
Heroes" grant allows each local Wal-Mart, SAM'S Club or Wal-Mart distribution center
to provide up to $3,000 to any local emergency response unit of its choice.
DISCUSSION:
Although we became aware of this grant opportunity only recently while conducting
other research, Wal-Mart reports on their website that the "Safe Neighborhood Heroes"

grant has been providing grant funds since 2002. As reported, Wal-Mart's "Safe
Neighborhood Heroes" grants has helped organizations obtain supplies and materials to
strengthen and develop ongoing safety programming.
As part of our submission, we are requesting the addition of eight digital cameras for
use by the patrol division. Currently, the patrol division has four digital cameras that are
shared throughout the service day. The addition of these cameras heightens our
availability of cameras to responding officers, lessening wait time to record and
document the various events. With each digital camera and related accessories
estimated at a cost of $375 per unit, the total grant request is $3,000. Attached is the
grant application submission and written project description.
RECOMMENDATION:
With the submission having a submission date of no later than October 31, 2006, the
grant application has been submitted subject to City Council consideration and
approval. I recommend City Council consideration and approval of the "Safe
Neighborhood Heroes" grant in the amount of $3,000 for the purchase of eight digital
cameras for use by patrol officers as they respond to initial calls for service.
ACTION REQUESTED:
For City Council consideration and approval supporting the submission of the Wal-Mart
"Safe Neighborhood Heroes" grant in the amount of $3,000 for the purchase of eight
digital patrol cameras.

SUMMARY:
The Dubuque Police Department is committed to providing the utmost in prevention,
intervention and enforcement efforts to the citizens of Dubuque, Iowa. Of primary concem
is our timely response and investigation of each of our calls for police service by our patrol
division. A significant part of our response is to ensure the utmost in our investigative
abilities by documenting and recording valuable information found as officers arrive at the
scene. One important tool we have found to be invaluable is the use of digital cameras.
Through the use of digital cameras, responding officers are able to quickly and effectively
document a scene for later use and verification. With the effects of weather, congestion,
and other difficulties found as officers arrive, time is ofthe essence. Through the taking of
digital photographs, any scene can be quickly and uniformly documented allowing any
scene to remove any imminent dangers and hazards. The digital photographs visibly note
condition, location, and position of items of interest as the officer begins the investigation.
Currently, the police department has 19 marked patrol vehicles and four digital cameras for
use by responding officers. Our proposal purchases eight additional digital cameras and
associated accessories. We estimate each camera with accessories to cost $375 per unit,
for a total of eight camera units of $3,000. The availability of additional patrol cameras
allows immediate access for photo documentation increasing investigative timeliness and
relevance. The innovation of digital photographs has become a vital law enforcement tool
throughout law enforcement and has proven to enhance evidence collection, crime scene
documentation, and information gathering. Digital photographs have shown themselves to
be readily accessible and efficient for duplication and distribution.
OVERVIEW:
The Dubuque Police Department consists of 94 sworn officers and nine civilian staff.
The City of Dubuque is located in the northeast portion of Iowa along the Mississippi River
with a population of 57,686. Dubuque serves as the county seat for Dubuque County with
a total county population of 89,143. Highways intersecting in Dubuque include Highway
20, Highway 61, Highway 151, and Highway 52.
The City of Dubuque has a Walmart Superstore located at 4200 Dodge Street with a Sam's
Club currently under construction on Asbury Road. Walmart has worked with the Dubuque
Police Department as we have worked to educate and promote a safe community through
effective prevention, intervention, and enforcement activities.
