Van Milligen, City Manager SUBJECT: Skate Park This is in response to a presentation at the October 16, 2006 City Council meeting by Mike Heitz. The current City budget includes: . FY 2009 - $30,000 to rebuild ramp at McAleece . FY2010 - $183,500 to rebuild two tennis courts and construct a small skate park at Veteran's Memorial Park Leisure Services Manager Gil Spence will be requesting the inclusion in the Fiscal Year 2012 budget (the 5th year of the new 5-year plan) of $400,000 to construct a concrete skate park at Usha Park. The Fiscal Year 2008 budget process will determine the availability of funding. The City Council will hold public meetings in February and March 2007 to discuss the Fiscal Year 2008 budget and to receive citizen input. The Leisure Services Department budget hearing is scheduled for Monday, February 26, 2006, in the Carnegie-Stout Public Library Auditorium at 6:30 p.m., to be followed by a public hearing in the same location on Tuesday, March 6, 2006 at 6:30 p.m. /1J0~fJ4l Michael C. Spence, Leisure Services Manager SUBJECT: Skate Park The skate park at the McAleece Park and Recreation Complex cost $150,000 to construct in 2000. I would estimate the same park to cost around $250,000 today. I do not believe Allison-Henderson Park is an appropriate location for a skate park. The reasons for this include: . Homes are close to where the skate park would be located and I think the neighbors would object. . Litter and graffiti are a problem at skate parks and Allison-Henderson Park is a very visible location. . To place a skate park next to the in-line rink would use up most of the rest of the level green space in the park. There is only one area in Flora Park that may be an acceptable location for a skate park. That area is on the level ballfield area between the Brick Open Air Pavilion and the Steel Open Air Pavilion. Noise from the skate park could impact the users of these pavilions. The skate park in this location would create congestion in this section of the park with the two pavilions and horseshoe courts all in this general area. I do not believe the area by the volleyball courts is appropriate for the same reasons as Allison- Henderson Park. This is also the area where the croquet court and handball court are planned to be placed. I have requested $400,000 in the FY 2012 CIP budget for a concrete skate park in Usha Park. Concrete as the skating surface was the preferred surface when we planned the last park but it may change as we would go through the planning process and gain input from users. Usha Park is a good location because the skate park can be located away from homes. This is a fairly central location. continued skate park, page two Valentine Park is a site that could serve as a location for a large skate park. It can be located away from homes but the location is not central and the neighbors may object to the traffic that would be created. The McAleece Park and Recreation Complex is not an ideal location but the noise bothers no one. That was the attraction when it was decided to locate it there six years ago. It was thought that the extra effort needed to travel to McAleece was worth not having an issue of it being placed near a residential area. The FY 2008 to FY 2012 CIP budget proposal includes the following skate park projects: . FY 2009 - $30,000 to rebuild the ramps at McAleece . FY 2010 - $183,500 to rebuild the two tennis courts and construct a small skate park at Veterans' Memorial Park. . FY 2012 - $400,000 is requested to construct a concrete skate park at Usha Park. I have talked with Mike Heitz and Ben Kahle about the maintenance needed on the McAleece park and will get that work completed as soon as possible. Please call if you have any questions. GDS:et
