SUBJECT: Hansel Drive
On August 29, 2006, a petition was received to establish a Residential Parking Permit
District on Hansel Drive between Keystone Drive and Keymont Drive. The parking
studies indicate that the parking conditions in this area meet the criteria necessary for
establishing a Residential Parking Permit District.
City Engineer Gus Psihoyos recommends City Council approval of a Residential
Parking Permit District between the hours of 7:00 a.m. to 3:00 p.m. daily, except
Saturdays, Sundays and holidays.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Hansel Drive
On August 29, 2006, a petition was received to obtain a Residential Parking
Permit District (RPPD) on Hansel Drive between Keystone Drive and Keymont
Drive.
The petition represents in excess of 60 percent (60%) of the dwelling units along
Hansel Drive between Keystone Drive and Keymont Drive, as is required under
the ordinance. The petition requests that the parking restriction be effective
between the hours of 7 a.m. and 3 p.m. daily, except Saturdays, Sundays and
holidays.
The City's parking study of this area indicates that during the requested time
period, at least 80 percent (80%) of the curbside spaces were utilized, and at
least 25 percent (25%) of such curbside parking spaces were utilized by non-
resident parkers. The petition, therefore, meets the requirements of the RPPD
ordinance.
At its August 7,2006 meeting, the City Council adopted an ordinance designating
as Residential Parking Permit District H, Vizaleea Drive and Keymont Drive from
Keyway Drive to its westerly terminus. The time and days requested by the
petitioners on Hansel Drive correspond to those in District H. Therefore, Hansel
Drive should be added to District H.
In addition to the Hansel Drive petition, a resident on Phyllrich Drive (that is
directly east of Hansel Drive) recently requested information regarding
procedures and requirements to Residential Parking Permit Districts.
ACTION TO BE TAKEN
It is recommended that Hansel Drive between Keystone Drive and Keymont
Drive between the hours of 7 a.m. and 3 p.m. daily, except Saturdays, Sundays
and holidays be approved and designated as a Residential Parking Permit
District (RPPD).
At the November 6, 2006 public hearing, the City Council may reject the petition,
adopt an ordinance designating the proposed area as a Residential Parking
Permit, or adopt an ordinance modifying the proposed district. The City Council
may also adopt an alternate hours other than the 7 a.m. to 3 p.m. parking
restriction daily except Saturdays, Sundays and holidays.

AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF
DUBUQUE, IOWA, BY ADOPTING A NEW SECTION 32-401 PROVIDING FOR
THE DESIGNATION OF HANSEL DRIVE BETWEEN KEYSTONE DRIVE AND
KEYMONT DRIVE AS A RESIDENTIAL PARKING PERMIT DISTRICT
Whereas, Sections 32-381 and 32-393 of the Code of Ordinances of the
City of Dubuque, Iowa, empowers the City Council to establish a Residential
Parking Permit District upon receipt of a valid petition and the finding of certain
conditions; and
Whereas, a valid petition has been received to declare an area described
as follows as a Residential Parking Permit District:
Hansel Drive, between Keystone Drive and Keymont Drive
Whereas, the City Manager has caused a parking study of the above
identified area to be conducted, and which study has established that the area
meets the criteria as established in Section 32-383 of the Code of Ordinances of
the City of Dubuque, Iowa:
1. At least 80 percent (80%) of the curbside parking spaces in the
proposed Parking Permit District were utilized during peak periods; and
2. At least 25 percent (25%) of the curbside parking spaces in the
proposed Parking Permit District were utilized by nonresident parkers;
and
Whereas, the City Manager, based upon the petition and the results of the
parking study, recommends to the City Council that the area be designated as a
Residential Parking Permit District during the hours of 7:00 a.m. to 3:00 p.m.
daily, except Saturdays, Sundays, and holidays; and
Whereas, the City Council pursuant to public notice on October 27, 2006, in
the City of Dubuque Telegraph Herald, a newspaper of general circulation, met in
session on the 6th day of November, 2006, at 6:30 p.m. at the Carnegie Stout
Public Library, 360 11 th Street, for the purpose of hearing all interested persons
and representatives of organizations and to consider any and all objections which
have been filed to the proposed designation of the above area as a Residential
Parking Permit District during the hours of 7:00 a.m. to 3:00 p.m. daily, except
Saturdays, Sundays, and holidays; and
Whereas, all interested parties have been given an opportunity to be heard
and all objections have been duly considered.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That a petition containing the required number of signatures and
meeting the intent and purpose of Section 32-381 through 32-393 of the Code of
Ordinances of the City of Dubuque, Iowa, has been received by the City of
Dubuque.
Section 2. That any and all objections to the designation of the area as a
Residential Parking Permit District during the hours of 7:00 a.m. to 3:00 p.m.
daily, except Saturdays, Sundays, and holidays be and same are overruled.
Section 3. That the recommendation of the City Manager based upon the
petition and the parking study to designate the area as a Residential Parking
Permit District during the hours of 7:00 a.m. to 3:00 p.m. daily, except Saturdays,
Sundays, and holidays, is hereby approved and accepted.
Section 4. That the Code of Ordinances of the City of Dubuque, Iowa, be
amended by enacting the following new Section 32-401:
SEC. 32-401. RESIDENTIAL PARKING PERMIT DISTRICT H.
a) The following described area constitutes a Residential Parking Permit
District designated as Residential Parking Permit "H".
Hansel Drive, between Keystone Drive and Keymont Drive
b) No vehicles shall park curbside in Residential Parking Permit District H
during the hours of seven o'clock (7:00) A.M. to three o'clock (3:00)
P.M., except Saturdays, Sundays, and holidays, without displaying a
valid parking permit issued by the City.

Hansel Drive RPPD Request
I know that you will be responding soon (November 6, 2006) to another Residential Parking Permit
District request near Hempstead High School. The parking issue at Hempstead continues to offer
challenges for both the school and the neighborhood. Several comments that I would have for you on the
topic:
First, I would hope that the Council would not take on the easy conclusion that kids these days are
terrible. Some neighbors have said the students are unruly and lacking courtesy. What has not been
reported to you is the rude language used toward students by the adult neighbors. On one occasion last
spring, the police needed to settle down a neighbor who was threatening the students. The common
conclusion that our students are all ungrateful hoodlums is not true. Certainly a few students need to be
taught better behavior, and as a school, we address the development of positive character traits throughout
the curriculum. Students in Dubuque are terrific.
Secondly, students should not have to walk in the street to get to school. At the August City Council
meeting I mentioned that the lack of a sidewalk on the north side ofKeymont (and both sides in the half
block near the school) was a problem for students. The Council said this would be addressed. The lack
of sidewalks continues to be a concern.
Thirdly, to solve the parking problem, Hempstead encourages students to ride the bus, walk to school,
ride a bike, and/or carpool. (In fact, we give away Hempstead key chains to drivers who transport more
than one passenger.) We have shared the issues with parents in our Hoofprints Newsletter and with
students in the Equestrian, our student newspaper. To date, only one Hansel Drive resident has called
about an issue and we traced the license plate to a Senior High student and called that school for
assistance. Vizaleea and Keymont neighbors have called us to complain about their own neighbors not
following the new plan, but we have no solutions for those issues.
Thank you for your attention to this situation. I am not opposed to the RPPD request, and assume that it
will probably pass, as the conditions seem to have been met in the request. I simply ask that you continue
to recognize that we shape our students and they are the future of Dubuque.
