SUBJECT: Schmitt Memorial Concrete Project, Project #102-1777
Sealed bids were received for the Schmitt Memorial Concrete Project. Leisure Services
Manager Gil Spence recommends rejection of the only bid because it is $33,098 over
the architect's estimate of $47,422, and well over the funds allocated for this phase of
the project. It is the City's intent to re-design and re-bid the project in a time frame that
will allow for construction to be completed by Memorial Day 2007.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Schmitt Memorial Concrete Project, Project #102-1777
INTRODUCTION
The purpose of this memorandum is to request that the City Council reject the bid for
the Schmitt Memorial Concrete Project.
DISCUSSION
Sealed bids were received on October 19, 2006 for construction of the Schmitt
Memorial Concrete Project. Only one bid was received:
Portzen Construction $ 80,250
The bid is $33,098 over the architect's estimate and well over the funds allocated for
this phase of the project.
I recommend the bid be rejected. I will work with the architect and Navy League to re-
design the project to bring it within budget. The City has $40,000 budgeted in the Fiscal
Year 2007 C.I.P., and the Navy League has a $20,000 DRA Grant and $5,000 in cash.
The League will raise whatever remaining funds are needed, but this bid and some
other cost estimates received for other phases of the project put the fund raising amount
much higher than they want to raise.
I do believe we can re-design and bid in a time frame that will allow for construction to
be completed by Memorial Day, 2007.
ACTION STEP
The action requested is that the City Council adopt the attached resolution rejecting the
bid for the Schmitt Memorial Concrete Project.

RESOLUTION NO. 536-06
REJECTING THE CONTRACT BID PROPOSAL FOR THE SCHMITT
MEMORIAL CONCRETE PROJECT
Whereas, a sealed proposal was submitted by a contractor for the Schmitt
Memorial Concrete Project, pursuant to Resolution No. 490-06 and notice to bidders
published in a newspaper published in the City of Dubuque, Iowa, on the 6th day of
October, 2006; and
Whereas, the sealed proposals were opened and read by the City Clerk on the
19th day of October, 2006.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The bid proposal received for the Schmitt Memorial Concrete
Project is hereby rejected.
Passed, adopted and approved this 6th day of November ,2006.
