CIP No. 3501432 - Steps, Railing, and Fence
Sealed bids were received for the Villa Street Retaining Wall - Ornamental Railing
Project. City Engineer Gus Psihoyos recommends award of the contract to the low
bidder, Becker & Sons Stone Co., Inc., in the amount of $104,755.40, which is 12.7%
below the estimate of probable cost.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions authorize the award of the construction contract for the Villa
Street Retaining Wall - Ornamental Railing Project.
DISCUSSION
The Villa Street Retaining Wall - Ornamental Railing Project shall provide for the
removal of all remaining piers and cable guardrail and will reconstruct and replicate the
limestone pier caps along with the installation of ornamental hoop wall top railing, from
approximately 110 feet south of Rush Street to Cleveland Park.
BID RESULTS
Sealed bids were received on the project on October 26, 2006. Becker & Sons Stone
Co., Inc. of Dubuque, Iowa, submitted the low bid in the amount of $104,755.40. This
amount is 12.7% below the estimate of probable cost. A summary of the bid proposals

RESOLUTION NO. 537-06
RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
Whereas, on the 27th day of September, 2006, plans, specifications, form
of contract and estimated cost were filed with the City Clerk of Dubuque, Iowa for
the Villa Street Retaining Wall - Ornamental Railing Project.
Whereas, notice of hearing on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost
for said improvements for said project.
Passed, adopted and approved this 6th day of November, 2006.

RESOLUTION NO. 538-06
AWARDING CONSTRUCTION CONTRACT FOR THE VILLA STREET
RETAINING WALL - ORNAMENTAL RAILING PROJECT
Whereas, sealed proposals have been submitted by contractors for the
Villa Street Retaining Wall - Ornamental Railing Project pursuant to Resolution
No. and notice to bidders published in a newspaper published in the City
of Dubuque, Iowa on the 6th day of October, 2006.
Whereas, said sealed proposals were opened and read on the 26th day of
October, 2006, and it has been determined that the bid of Becker & Sons Stone
Co., Inc. of Dubuque, Iowa, in the amount of $104,755.40 was the lowest bid for
the furnishings of all labor and materials and performing the work as provided for
in the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Becker &
Sons Stone Co., Inc. and the Manager be and is hereby directed to execute a
contract on behalf of the City of Dubuque for the complete performance of the
work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's
bond, the City Treasurer is authorized and instructed to return the bid deposits of
the unsuccessful bidders.

Whereas the City Council by Resolution No.538-06 awarded the
construction contract for the Villa Street Retaining Wall - Ornamental
Railing Project to Becker & Sons Stone Co., Inc.; and
Whereas Becker & Sons Stone Co., Inc. has submitted the attached
executed contract and bond.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
1. The contract and bond attached hereto are hereby approved.
2. The City Manager is hereby authorized and directed to execute the
contract on behalf of the City of Dubuque.
