SUBJECT: Eagle Point Bluff Scaling & Tree Removal Project
CIP #1021825: Eagle Point Bluff Stabilization Project
On October 2, 2006, the City Council initiated the public bidding process for the Eagle
Point Bluff Stabilization Project, however no bids were received.
City Engineer Gus Psihoyos will contact the contractors who normally perform this type
of work to determine why bids were not submitted, and based upon the findings,
prepare bid documents for bidding at a later date.

INTRODUCTION
No bids were received for the Eagle Point Bluff Scaling & Tree Removal Project
following the City Council's initiation of the public bidding procedure.
BACKGROUND
On May 2, 2005, the City Council approved the selection of Kleinfelder, Inc.
(Kleinfelder) to provide professional consulting services for the Eagle Point Bluff
Study.
In a letter dated March 6, 2006, Kleinfelder presented its professional opinion
that "there is a high probability that an additional rockfall event may occur."
Although the City has implemented Kleinfelder's recommendations to have the
area below the bluff fenced off to the public and Engineering regularly inspects
the site, Kleinfelder asserts that the possibility of injury (from a rockfall) remains.
They recommend that the City "scale the loose rocks from the rock cut...and
remove trees from the brow of the slope."
In May of 2006, the City Council authorized hiring Kleinfelder, Inc. to help
develop bid documents to scale loose rocks and remove trees from the brow of
the slope and inspect the work as it is performed.
On October 2, 2006, the City Council initiated the public bidding process for the
Eagle Point Bluff Stabilization Project.

Engineering must contact the contractors who normally perform this type of work
to determine why bids were not submitted. This investigation will provide the
insight required to determine the appropriate changes to the project as bid to
ensure the receipt of bids at a later date.
BUDGET IMPACT
With a cost estimate of $61,000, the project would be funded with the FY2007
Capital Improvement Program budget of $265,000 for the Eagle Point Bluff
Stabilization Project (CIP#1 021825).
ACTION TO BE TAKEN
Engineering will investigate why no bids were received and, based on the
findings, prepare bid documents for bidding at a later date.
