INTRODUCTION
The submitted final plat of Key City Subdivision is located on the south side of U.S.
Highway 20 immediately west of the Swiss Valley Road/U.S. Highway 20 intersection.
The submitted final plat is within two miles of the city of Dubuque and is being jointly
reviewed by both the City and County of Dubuque.
DISCUSSION
The submitted final plat of Key City Subdivision provides for 14 commercial building lots
located between North Cascade Road and U.S. Highway 20. The subject lots will be
served by two private streets. The first is an extension of an existing private street,
Royal Wood Drive, and the second street running east and west is to be named West
Key Drive. Both private streets will be built to the County standards for street
construction. The subject property is located within a secondary growth area as
determined by the City Fringe Area Policy. This policy stipulates that the developer in a
secondary growth area has the choice to use either City or County street standards in
the development of a subdivision.
The subject lots will be served by a communal well system and each property owner will
be required to install their own septic system for their individual business. The
submitted final plat does provide for storm water detention and the prospective
locations for those facilities is shown on the final plat.
RECOMMENDATION
Planning staff recommends approval of the submitted final plat of Key City Subdivision
as it is in substantial compliance with City of Dubuque Subdivision Regulations subject
to waiving Article IV, Design and Improvement Standards, except for Section 42-19,
Blocks and Lots.

Proposed Streets and Grades: The original final plat for this property was approved in
October 2004 and made accommodations for extension of a 66-foot wide right-of-way
for Royal Wood Drive from North Cascade Road to the northern extreme of Lot 2. The
original final plat also provided for another 66-foot right-of-way to accommodate Key
City Lane that intersects Royal Wood Drive and proceeds westerly to the west property
line. The submitted Key City Subdivision final plat provides for the extension of Royal
Wood Drive and another roadway running easUwest to be named West Key Drive.
Recommended Motion: Motion to approve the submitted final plat of Key City
Subdivision as it is in substantial compliance with City of Dubuque Subdivision
Regulations and the Fringe Area Development Policy, subject to waiving Article IV,

RESOLUTION APPROVING THE FINAL PLAT OF KEY CITY SUBDIVISION IN
DUBUQUE COUNTY, IOWA
Whereas, there has been filed with the City Clerk a final plat of Key City Subdivision; and
Whereas, the preliminary plat has been examined by the Zoning Advisory Commission
and has its approval endorsed thereon, with the waiver of Article IV, Design and Improvement
Standards of the Subdivision Regulations, except for Section 42-29; and
Whereas, said final plat has been reviewed by the City Planner and had her approval
endorsed thereon; and
Whereas, said final plat has been examined by the City Council and they find that it
conforms to thestatules and ordinances relating thereto. .
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City Council hereby waives Article IV, Design and Improvement
Standards of the Subdivision Regulations, except for Section 42-1 g, Blocks and Lots.
Section 2. That the final plat of Key City Subdivision is hereby approved and the
Mayor and City Clerk are hereby authorized and directed to endorse the approval of the City of
Dubuque, Iowa upon said subdivision plat
