Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV
Commission recommendation for funding from the Public, Educational, and Government
(PEG) Capital Grant for Access Equipment and Facilities in the amount of $38,000 for
the University of Dubuque to purchase a portable video switcher to enable on- location
multi- camera productions.
I concur with the recommendation and respectfully request Mayor and City Council

INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV Commission for funding from the
Capital Grant for Access Equipment and Facilities.
BACKGROUND
The Capital Grant for Access Equipment and Facilities created by the cable franchise agreement that went into effect on
June 5, 2005, currently has a balance to be awarded of $403,575.
At its meeting on October 2, the Commission approved a request for funding from the University of Dubuque for up to
$38p00 to purchase a portable video switcherto enable on- location multi- camera productions. The grant application is
attached.
RECOMMENDATION
I respectfully request that the Commission's recommendation for this request be forwarded to the City Council to receive, file,
and approve. Thank you.

Provide a general description of what you are requesting and why:*
Thanks to the support of the City of Dubuque Cable TV Commission in 2012, the University of Dubuque
purchased a JVC Professional high definition video camera and iMac workstation for video editing. The
new equipment enhanced our ability to efficiently shoot, edit and produce video, some of which has
been broadcast on the local public access channels. With that being said, we still rely heavily upon
Mediacom to loan us equipment not in our inventory, and we are asking for the Cable TV Commission's
support once more. Our greatest need is a video switcher which will allow us to perform multi- camera
live webcasts and recordings. Our vision is to assemble a mobile, self- contained recording studio which
can be deployed at various locations around campus for athletics, lectures, and special events. We
respectfully request funding from the City of Dubuque Cable TV Commission to pay for a video switcher
recommended by ECS. The University of Dubuque has agreed to pay for the remainder of the mobile
recording system proposed by ECS, including an audio mixing console, a Clear -Com communication
system, an Arri three -light kit, and three JVC Professional cameras and tripods (see attached quote).
Please note that while the quote is dated December 2012, it was recently updated to reflect current
pricing as of September 2013.
Nathan Ripperger, the Media Services Specialist at the University of Dubuque, will be the primary
system operator. Nathan will also train and be assisted by UD students employed by the Media Services
department (many of them from the Computer Graphics and Interactive Media degree program).
Describe how the community will benefit from your request:*
The University of Dubuque will continue to share video that would be of interest to the tri -state
community for re- broadcast on local public- access channels. Examples would include athletic events,
guest lectures, student concerts, and official University ceremonies such as convocation, graduation,
and nursing and ROTC pinning or commissioning ceremonies. The students employed by the Media
Services department will also receive valuable experience operating professional -grade AV equipment.
When they graduate, they will be prepared for a variety of jobs and careers in the broadcast and AV
industries in the Dubuque area.

CAPITAL GRANT FOR ACCESS EQUIPMENT AND FACILITIES
AWARD AGREEMENT
BETWEEN
THE CITY OF DUBUQUE, IOWA
AND
UNIVERSITY OF DUBUQUE
This Capital Grant for Access Equipment and Facilities Award Agreement
(Agreement), dated for reference purposes the 2" day of , 2013, is
made and entered into by and between the City of Dubuque, Iowa (City) and University
of Dubuque (Grantee).
WHEREAS, Section 6(b) of the Cable Franchise Agreement between City and
MCC Iowa, LLC, dated June 5, 2005, provides for a Capital Grant for Access Equipment
and Facilities for capital support for PEG and I -Net use; and,
WHEREAS, Grantee has submitted a grant application; and,
WHEREAS, City has approved the grant application, on the terms and conditions
set forth herein.
NOW, THEREFORE, IT IS AGREED BY AND BETWEEN CITY AND GRANTEE
AS FOLLOWS:
1. City hereby awards a grant (the Grant) to Grantee in the amount of thirty -
eight thousand dollars ($38,000.00).
2. The Grant must be used solely for the purpose(s) described in Grantee's
application for funding, a copy of which is attached hereto and incorporated herein.
3. All equipment and facilities purchased with the Grant shall remain the
property of City. Grantee shall name City as a Loss Payee under Grantee's
property insurance policy covering the equipment and facilities.
4. Any unused portion of the Grant shall be credited to City's Capital Grant
fund.
5. All equipment and facilities purchased with the Grant shall be used solely
for non - commercial purposes.
6. Grantee shall produce a minimum of sixty (60) minutes of programming per
quarter of the calendar year to air on the shared educational access channel.
7. Failure by Grantee to abide by the terms and conditions of this Agreement
may result in forfeiture of the equipment and facilities purchased with the Grant.
City shall provide written notice to Grantee of any such failure and Grantee shall
have thirty (30) days in which to correct such failure. In the event Grantee fails to
cure such failure within such thirty (30) day period, Grantee shall within ten (10)
days thereafter return all equipment and facilities purchased with the Grant and
the balance of any Grant funds remaining to City.
