Van Milligen, City Manager From: Tim Horsfield, Parking Division Manage Subject: Amended Contract for Neumann Monson for Intermodal Transportation Center Parking Division 830 Bluff Street Dubuque, IA 52001 563 - 589.4267 www.cityofdubuque.org /parking I have attached a Professional Services Agreement Amendment between the City of Dubuque and Neumann Monson Architects for the design of the Dubuque Intermodal Transportation Center for your signature. This design of this project has been delayed for a number of reasons for the last 12 months and due to those delays, Neumann Monson has asked for additional fees due to increased costs for the design at 7% and also scheduling conflicts that have arisen due to the delay in the project timeline. The contract with Neumann Monson was originally approved by the City Council and signed by you in September of 2012. Initially the project was held up due to feasibility study issues and then was delayed once again due to prop erty acquisition issues. According the Chandra Ravada, ECIA, we now have authority to begin the project design once again following the final approval of the feasibility study for the project. The issue of property acquisition is still being completed by FTA has given approval to proceed with the design work at the same time. With the attached amendment, two items have been addressed. First of all, the fee increases from $706,993.00 to $790,334 and increase of $83,341. Secondly, the project schedule has been adjust in the amendment to indicate construction commencement date of March 2014 over March of 2013 and completion date of April 2015 in lieu of July 2014. An independent cost estimate was prepared and submitted to the Federal Transportation Administration along with a copy of this contract. Again, Chandra Ravada in his communications with the FTA indicates they have given approval for the amendment. I am submitting this for your approval and signature. We were originally awarded the project in May of 2012. After more than twelve months of delay, we are now faced with increased labor cost and a condensed time frame for completion of the project. Schedule amendments to the original agreement dated September 4, 2012 are as follows: Article 1: Change Paragraph 1.2.1 as follows: Commencement of Construction Date will be March of 2014 in lieu of March of 2013.
