Merle Bandy. a mem- ber of the Fire Department, ob- jcted to the unfairness of the present pay plan employed by the city. Mr. Dom Goodman, a member of the Park Board, objected to the cut suggested for the Park Board from the original amounts asked for by the Board. Mr. E. B. Lyons, Fremont Ave., spoke for Moore's Mill site development. Mr. Leo McGJoughlin, a member of the Du- buque County Conservation Society requested consideration in the pres- ent bUdget for the development of Moore's Mill property. Mr. Leo MUcoff, representing the city work- ers at the City Garage, asked for a decent pay raise for his group. Mr. James Walton, 805 W. 32nd Street, stated that a progressive group is in charge of the City at the present time and the people should realize that it takes money to run a progressive program for the City. 233 1963 5, Regular Session, August 5, 1963 ~I Councilman Schreiber m 0 v e d that the Community Development Program be reduced from $81,000 to $50,000. Mr. Gil Chavanelle City Manager Dear Mr. Chavanelle: At a meeting of the Airport Commission to-day, we have recon- sidered the budget for 1964 and have revised it to read $97,479.00 in place of $107,132.68. We have cut down on some of the items we needed in 1964 but feel we can possibly get by for a year. In the past three years we have kept our bUdget at a min- imum, and if we continue to do so, will slow up the progress with the other airports of the state and the trend in aviation. The types of aircraft are changing with the times, and in order to give the public good service we must also progress. We feel the amount of the bud- get is badly needed, and hope the cut we have proposed will be pro- proved. Sincerely, Dubuque Municipal Airport Jeff Molid, Mgr. Through the years our Board has studied budgets long and care- fully, ever mindful of the ill effects and hazards of the dreadful mon- ster ltaxes'. As we all know, folks every- where are becoming m 0 r e tax minded and while we stand square- ly with you and strong for prog- ress, we are sure that a budget calling for nearly five mills in- crease is unacceptable. We wish to compliment the Man- ager on his most thorough prepara- tion and the City Council for their untiring efforts in the past few years in holding the line on tax increases, while stiII forging ahead with definite and demonstrable im- provements in almost every direc- tion. 5, 1963 Council August City While we appreciate that no one gets anything for nothing, we have to be dead sure that we get one hundred cents on the dollar for every tax dollar. It is our hope that the same untiring efforts will now succeed in trimming expenditures anticipat- ed so that the ultimate raise in taxes wiII not exceed one and ine- half miIIs, without giving up actual progressive necessities. Honorable City Hall Gentlemen: The Tax Study Committee of the Dubuque Chamber of Commerce appreciates the opportunity it has been given to consult with city officials in regard to the proposed city budget and congratulates the Dubuque City C 0 u n c i I in their efforts to trim the tax askings to a more realistic figure witbout impairing progress. The Tax Study Committee fin d s that the City Council has already pinpointed specifiC areas in the proposed bud- get which could stand adjustment in the opinion of the Tax Study Committee. Therefore we feel it is unnecessary for the committee to bring these same suggestions to your attention. In general, we feel that the bud- get should provide the means for a progressive and ambitious pro- gram of improvement for the city and we realize that this cannot be done without a reasonable tax increase. Councilman Takas stated that if the year ends and some program would not be completed, Or money left over, or some unfor- seen circumstance was not activat- ed, we might consider those funds on next year's project. This would leave the area open on some re- maining funds. Novate was taken on the subject but by a gentle. man's agreement it was decided that the Moore's Mill project be given some priority. August 2, 1963 Mayor Gentlemen: The City Council, on July 1, 1963, referred to the City Man- ager a petition from the Frank L. Deckert Company requesting that the City vacate the alley lying be- tween Elm and Pine Streets and East 14th and East 15th Streets in East Dubuque Addition of the City of Dubuque. To the Honorable and City Council To the Honorable and City Council Gentlemen: The City Council referred to the City Manager a petition from John R. Sturman requesting that Carroll Street be opened and graded from the first alley south of Cornelia Street east to Schoenbeck's Sub- division, so as to provide access to the property of John R. and John P. Sturman. At the present I recommend that this alley not be vacated, but that it be offered for sale to the Deckert Company for $3158.56. The property surrounding the alley was purchased in January, 1935, and has since been used by the Deckert Company as a coal yard. The Deckert Company has also had exclusive use of this alley for the past 28 years and has used it as part of their coal yard. If the alley had been vacated and purchased by Deckert at the time he began using it, he would have paid taxes of approximately $270 on this parcel of property. Channelle City Manager 1963 To the Honorable Mayor and City Council Gentlemen: This is a report on a petition by Mrs. Daniel Murphy and others requesting refuse pick-up in the alley between Merz and Edison Streets. This petition was referred to the Manager at your meeting of July 15th. I have recommended that curb collection of refuse be continued on Edison and Merz Streets rather than collection in the alley because the alley is narrow, is deadend and its access is across private prop- erty. Upon investigation of this indus- trial-commercial area, it is recom- mended that one 4000 lumen in- candescent light at the corner of Harrison and Camp Streets be re- moved and 5-75 Watt Mercury Vapor Lights be installed on Har- rison Street. Honorable Mayor And City Council Gentlemen: Since 16th Street is being im- proved at this time, and I have received a recommendation from the Electrical Inspector to improve the lighting in the area, I recom- mend that new lights be installed on 16th Street from the tracks East to Kerper. This lighting program wouid necessitate the removal of eleven old type lights and the installation of twelve new 175 Watt Mercury Vapor Lights, similar to those pres- ently installed on Kerper Boule- vard. , I! ! ' ! 236 July 26, 1963 The HOllorable Mayor And City Council Gentlemen: On July 8, 1963, Mr. Harold Sweet of the DUbuque Community School District petitioned the City Council for permission to use aerial pieces at four home football games during the 1964 football season. The matter was referred to the City Manager, and' upon conclusion of my investigation, I recommend that this request be granted. Mr. Sweet has contacted Mr. C. J. Basten of 1612 Rosedale who has his property for sale and plans on moving out of the area by Sep- tember. Mr. Basten presently has no objection to the aerial display. His objection last year was due to the fact that he did not know of the display in advance of the program dates. July 24, 1963 The Honorable Mayor And City Council Gentlemen: A- request for a street light in the 1900 and 2000 block on Loras Boulevard from Mrs. William B. Yarnall, Mrs. John Leiser, and Mrs. Milton McMahon was referred to the City Manager and Electrical Inspector for study and a report. Upon investigation of the area, it was found that a street light was needed not only at this par- ticular location but also at the corner of University and Delhi. Both areas are presently danger- ous due to poor lighting in these areas. It is recommended that a 4000 incandescent lamp be install- ed in the 1900 block of Loras and also at the corner of University and Delhi. .'.. u., The entire area of the property is 28,416 square feet and is ap- raised by the Dubuque Real Estate Board at $25,000.
