through employment. We can well
use as an example the excellent
job Clinton has done in this area.
It is time, then, for us to look
with all seriuosness at this most
vital problem. I feel that I can
speak for this Council and offer
its complete co-operation with any
group to assist in bringing new
industry to Dubuque. Let's get
the industry here, and you will see
this body move in all haste to
locate them on our Industrial Park.
Even though I shall not be
Mayor this year, I promise to de-
vote my time and dO' all that I
can to bring new jobs to Dubuque.
Finally I would like to thank
the City Manager and his staff,
the department heads and their
employees, for their help and co-
aperation in a job well done this
last year. To Mr. Russo, my thanks
for expert legal advice. To Mr.
Holscher and Mr. Tschirgi my
sincere thanks for their financial
assistance, in budget matters. To
Mr. Hughes, his dedication to a
fine court system. Finally to Mr.

my thanks for the confidence you

indeed been a most rewarding ex-
perience to have the honor of
Dubuque's Youngest Mayor. I have
enjoyed serving you and Our com-
munity, and trust that I have been
able to project a distinctive image
of our city.

The Fengler Street overpass has
been completed, along with the
Highway #20 project and the pedes-
trian overpass at Algona Street.
Your city did share in some of the
expense of this project, such as
storm drains.
We have seen the real beginning
,of the community redeveloping
plan, which if carried out will be
the largest single project ever un-
dertaken in Dubuque.
During the past two years Du-
buquers have experienced a very
modest tax increase in proportion
to municipal services rendered.
The much needed Seventeenth
and Kaufmann Ave. Storm Sewers
have been completed. No millage
increase was necessary for these
projects, and our borrowing capa-
bilities were not seriously affected.
We have seen the everyday hap-
penings of the city continue in
orderly fashion, and in most cases
never noticed by the taxpayer:
the best snow removal anywhere.
Regular and efficient trash collec-
tion. Clean and well kept city
streets. The finest water system
in the country with an unlimited
supply. Police and fire protec-
tion, which save the average home
owner and business man many dol-
lars each year in lower insurance
rates.
The long awaited flood control
program is becoming a reality. In
the next few years this project
will be completed at a small cost
to Dubuquers.
This all comes about through
people, like this dedicated council,
the city manager and his staff, so
the loyal city employees that carry
on the everyday tasks in the com-
munity. This is what we can be
thankful for during the preceeding
years.
Along with OUr accomplishments,
we must fairly criticize Our fail-
ings, in order to do better in the
coming year. I feel that we have
failed in one major area . . . In-
dustrial Development. We have
used our current methods to secure
industry for about the past five
years, with only mild success. It
is now time for the community as
a whole to launch a renewed pro-
gram, spearheaded by the Chamber
of Commerce, to insure Dubuque's

is customary for the outgoing
Mayor to review the accomplish.
ments of his administration during
the past year, and also for the new
Mayor to project his program for
the coming year.
In many respects it is hard for
me to reflect upon these accomp-
lishments because they are not due
solely through my leadership, but
rather through a co-operative effort
of the council, city staff and the
citizens of the community.
Let's briefly look at the projects
completed or started during the
past year.
One of the most important
contributions to the city of Du-
buque, is the increased money we
will receive for street purposes,
from the road use tax fund. It is
estimated that this will amount to
more than ODe million dollars over
the next five years.
We have completed, with citizen
help, modern up-ta-date building,
heating and ventilation codes.
These are now ready for Council
action.
We have seen money allocated
for an increased fight against
Dutch Elm disease. I have asked
for a Citizen Commission to o'rgan-
ize to fight the disease on private
property, and I shall continue to

Mayor Schreiber read the call
and stated that service thereof had
been duly made and that this meet-
ing is an adjourned meeting of
the Regular Meeting of January 1,
1962, for the purpose of acting
upon such business as may proper-
ly come before a regular meeting
of the Council.
First of all I would like to thank
God, Who has given me the wisdom
and courage to vote my convictions
while a councilman.
Throughout the course of the
past 11 years I have met and
wroked with many people. To these
people, the city employees, the
department heads, my fellow coun-
cilmen both past and present, the
members of our Boards and Com-
missions, I express my gratitude
for their cooperation and friend-
ship. I would like to thank espec-
ially the members of the Plumbing
Board with whom I have had the
pleasure of wOTking. I would also
like to thank the press and radio
for the fine work they do in cover-
ing the council meetings. I hope
the friendships I have made with
all those people will continue long
into the future.
In my work in labor and on the
council I have traveled a good deal
and seen many cities. Of all those
cities I saw, Dubuque is the finest.
We have had much progress in the
last 10 or 11 years and I am happy
to have had a small part in it.
To my knowledge I am the first
councilman to serve with three
different city managers. I appreci-
ated working with each of them.
I would like to wish Mr. Horgan
a successful term. To the other
members of the council with whom
I have worked, I wish a successful

and Police Judge of the City
of Dubuque; Prescribing their
Salaries and Fixing their
bonds.
BE IT RESOLVED BY THE CITY
COUNCIL OF THE CITY OF DU.
BUQUE, that the fOllOWing officers
be appointed subject, however, to
the right of the Council to' declare
such offices vacant or remove the
officers therefrom at the pleasure
of the Council with or without
cause, and to be paid the com-
pensation provided for in the de-
tailed distribution of proposed ex-
penditures for 1962 and that the
City Manager provide a $5,000.00

provided for as soon as it is deter-
mined where, and what type of
parking is needed.
Thirdly: And Most Importantly:
Obtaining new industry, and ex-
panding of present industry. Over
recent years, some progress has
been made in this area. But not
enough. We must do more. We
must have better results. DUbuque
has much to offer-the river, land
for industry, raidroads that can
more than adequately serve indus-
try, and one of the largest truck-
ing companies located here in Du-
buque. A central location, an intel-
ligent and capable work force, and
everything industry needs. Du-
buque has much to offer new
workers-fine public and parochial
schools, three Colleges, with many
of their programs open to the pub-
lic, a rich history, cultural organi-
zations, the finest parks, and rec-
reational activities, outstanding
churches and religious leadership,
and, effective charitable organiza-
tions. Yes, Dubuque has much to
offer.
But Dubuque--Qr any other city
-is only as good as it wants to be,
only as good as it, and its citizens
think it is. All of us must be
salesmen for Dubuque-your city
officials, plant workers,- Chamber
of Commerce officials, business-
men, professionals - EACH and
EVERY ONE. Let's talk up Du.
buque-to each other-to outsid-
ers. Certainly we can criticize-
but let's do it constructively. We
must let the world know, "I'm from
Dubuque," and I'm proud of my
city and its people.
But being proud of OUr city, and
saying so, is only a good start in
attracting new industry. We must
join together in our community
projects, we must be united, we
must cooperate with each other,
we must pull together, NOT against
each other. Unfortunately, some
people, some groups have not al-
ways been pulling together. Misun-
derstandings which shouldn't have
existed,-have existed. These must
be resolved-and can be resolved
through intelligent cooperation by
ALL people and ALL groups.
Recently a hard fought City
Council vote was concluded with
the election of the three Council-
men that were Sworn in this eve-
ning. I extend a hand of welcome

extend our heartfelt thanks to the
many citizens that have given of
their time and themselves, in serv-
ing on the various agencies and
commissions of the City of Du-
buque.
There is much for Dubuque, and
Dubuquers to do in '62. Many city
projects are in the mill. We will be
facing up to the problems of an-
nexation, obtaining new industries,
and providing adequate downtown
parking. We must move ahead in
the Urban Renewal, and the devel-
opment of aur new Recreational
areas. We must provide a larger
Municipal Improvement Program,
and a large Street Construction
Program. Dubuque must, and will
continue it's fight agains the
devastating Dutch Elm disease. We
will continue the growth of the
city's Civil Defense Project. Pro-
cedures should be reviewed in con-
nection with the Insurance Pro-
gram of Dubuque. There are many,
many other problems which will
confront us as a city in 1962.
I want to briefly discuss three
of the problems facing the City Ad-
ministration, and the citizens of
Dubuque.
First: Annexation: The problem
of annexation has confranted Du-
buque and adjacent areas for a
number of ;years. Much misinforma-
tion, and misunderstanding has
arisen. I propose, that all con-
cerned citizens, inform themselves
as to their needs, and the needs of
the city concerning annexation.

annexation, nor should areas be
annexed that the city cannot serve.
However, through education of the
people-through the people learn-
ing of the great benefits that can
flow from annexation-through the
people being advised of the need
for certain annexation-annexation
will become a reality, and the city
will continue its orderly growth.
Second: Parking: Another long
look will have to be taken at the
parking problem in the downtown,
and Central Avenue shopping
areas. While parking will be con.
sidered in the Urban Renewal, we
should move ahead on parking for
these areas before Urban Renewal.

shoppers, who are most important
to Dubuque's economy, must be

First, I want to thank my fellow
Council members, for their confi-
dence in electing me Mayor of the
City of Dubuque for 1962. I also
want to thank the people of
Dubuque for their support of the
City Adminsitration over the past
years. I humbly ask the support,
and cooperation of all Dubuque
during this new year, 1962.
The past year has seen many
important projects completed, and
other needed programs started.
The Kaufman Avenue Sewer was
installed. The Fengler Street Over-
pass became a realization, giving
adequate entry for fire protection
to our Industrial Park. All indus-
tries brought to the Council were
located on Industrial Park. New
techniques were used by the city
to provide better services for the
citizens of our community.
A new Recreation Area has been
purchased, which will greatly ex-
pand our Recreation facilities-in
addition to two new soft ball
diamonds that were put to use.
Ground work has been laid for
Urban Renewal, and the first steps
have already been taken. Giant
strides have been made in the area
of Civil Defense_ Additional Road
Use Tax Funds for Dubuque have
been obtained, which will allow for
expanded street improvements.

We have had excellent adminis-
trative leadership during the past
year. Gil Chavenelle, our City
Manager, is one of the most out-
standing city administrators in this
country. We are proud to have him
serving Dubuque.
It was most gratifying this fall,
to learn that Percy Lucas won an
award as the outstanding Police
Chief in Iowa. We congratulate
him, and our fine Police Depart-
ment. We recognize, and thank aU
department heads, and city em-
ployees, for their spendid work in

revenue which are cOIkcfed during the fiscal year shaH be allocated
to the funrls and purposes as provided for herein and shall be used
for the payment of the expenses of such funds and purposes in the
f'ums herein sllown.
Section 3. SUrplus. Any surplus not specifically allocated for a
dpfjnite pnrpose in the bUdget shall be and the same is hereby appro-
Jlriated and set apart to be applied as contingencies arise or may be
used for f'uch proper purposes as the Council may determine Upon.
Any sllrplus IJot sJ1ecifically distributed in the bUdget and remaining-
in funds created by the levy of special taxes shalJ be and the same is
hereby appropriated far any proper purpose incident to such funds.
Nothing herein contained shall authorize the transfer of funds real-
ized from special taxes to a fund or purpose for which any special tax
levy has been made, except only with the approval of the State Comp_
troller.
S"ction 4. Delinquent Tax Collections. Delinquent prior years' tax
collections shall be allocated to the respective funds most logically in-
cil1ding the purpose for \Yhkh the tax was levIed when and as the
same are received by the Cny Treaf:urer.
Section 5. Distribution. That the distribution and division of the
\Vithin appropriations shall be made in aCcordance with the detailed
distribution adollled by the City Council on ,Tanuary 2, 1962 which de_
tailed diRtribution is made a part of this ordinance by reference there-
to and shal] bp so considered in connection with the expenditures of
said apprl)priations.
Section 6. This ordillance shall be in force and effect from and

Secondly, I also think that this
recommendation is well timed in
that the consideration of a housing
code should go hand in hand with
any planning for a Community De-

For the past several weeks you
have been considering several
phases of a Community Develop-
ment Program. One pertinent part
of this program is an adequate
housing code.
As you know, the purpose of a
housing code is to control build-
ings that have already been con.
structed. This is distinct from a
building code which controls main-
ly new construction.
At present the City is operating
under a State Housing Law, Chap-
ter 413 of the Code of Iowa. This
law was drafted some time ago and
is considerably outmoded at the
present date.

Committee to review several model
housing codes and draft a housing
ordinance which they could recom-
mend to you.

tion of Mr. and Mrs. Leonard Han-
sen and others in regard to the
property of Mr. M. O. Olansky at
the iocation of 703 West Eighth
Street and north of the property
line of 689 West Eighth Street.
On 'Wednesday morning, January
7th, Mr. Gatrel, Mr. Bandy, Mr.
Olansky and myself met in my of-
fice and discussed the entire situa-
tion.
It was agreed with Mr. Olansky
that as soon as the weather per-
mits, he will clean up the rubble
that is contained in the standing
walls of the burned out building.
Secondly, Mr. Olansky agreed to
remove immediately any parts of

Section 6. No person, firm or

upon payment of fee of $25.00,
and shall be renewed annually
at the same fee.
This Section 6 shall not appiy
to:

America, the State of Iowa, any
county, municipality or political
subdivision in this State, any de~
partment, bureau or agency of
any of the foregoing or any of-
ficial representative of any of
ehe foreg'oing in the PUrsuit of h'.s
official duties;
B. Any person with reference to
tree or trees on his own premises;
C. Any individual performing
labor or services on or in con~
nection with trees at the direction
and under the personal Super~
vision of a licensed tree trimmer,
\vhile in the performance of such
functions;
D. Any public utility, inClUding
its authorized employees and
agents, when engaged in tree
trimming and/or tree removal for
the purpose of line clearance, and
in order to insure the continuity
of utility service to the public.
Section 7. Liability Insurance.
Any person, firm or corporation,
before engaging- in the business
or occupation of removing, cutting
or trimming trees in the City of
Dubuque shall deposit with the
City Clerk a policy of liability in~
surance with reliable stock com~
pany authorized to do business in
the State of Iowa with limits of
$25.000.00 for death or injury to
each person and with limits of

"7.5. The driver of a vehicle in-
volved in an accident resulting in
injury to or death of any person
or total property damage to an
apparent extent of fifty dollars or
more, shall immediately by the
quickest means of communication
give noCce of such accident to tlle
Qffice of the Chief of Police.
"The driver of a vehicle involved
in an accident resulting in injur;r
to or death of any person, or total

more shall also within twenty-four

a written report of such accident
