Chairperson Shaw called the meeting to order at 5:30 p.m. following staff assurance of
compliance with Iowa Open Meeting Law.

Certification of Minutes — September 4, 2013
Commissioner Michalski motioned to approve the September 4, 2013 Commission
meeting minutes. Commissioner Wainwright seconded. All others present in favor.
Motion passed.

Oath of Office
Commissioner Shaw administered the Oath of Office to Commissioner Wolfe - Kelley.
Welcome New Commissioner
The Commission welcomed new Commissioner Angela Wolfe - Kelley. Introductions
followed.
Purchase of Services Application Subcommittee
Erica Haugen provided a brief description of the Purchase of Services application including
a list of 14 applications received. Commissioners Craddieth, Michalski, Shaw and
Wainwright and City staff Manisha Paudel, Human Rights, agreed to serve on the

Subcommittee to rank the applications. The Subcommittee agreed to meet on
Wednesday, October 30 at 5:30 p.m. All applicants will be invited to provide a brief
presentation to the Subcommittee.
FY 2015 Annual Action Plan
Erica presented the FY2014 Annual Action Plan for the Commission to review in
preparation for the FY2015 Annual Action Plan. Following discussion Erica will update the
proposed plan including the Commissions suggested changes.
Information Sharing
Erica provided information on the Poverty Simulation sponsored by Operation: New View
and the Circles Initiative.
Erica distributed an updated Commission roster.
Alvin Nash requested input on the Affordable Housing handout.
Kris Neyen updated the Commission on the status of the rehabilitated City -owned homes
for sale and the Rehabilitation Programs.
Jerelyn O'Connor distributed the Washington Neighborhood newsletter.
Adjournment
There being no further business to come before the Commission, Commissioner Craddieth
moved to adjourn. Commissioner Maloy seconded. Motion passed by voice vote.
Meeting was adjourned at approximately 6:23 p.m.
