Meeting Called to Order
The Annual Budget Meeting of the Dubuque County Emergency Management Commission was called to order at 7:20
p.m. by Chairperson Mike Wuertzer. Chair Wuertzer welcomed everyone to the meeting and thanked them for
attending.
Determination of Quorum
Sign in sheets were distributed with two sign in sheets. One sheet was for the elected officials with the voting authority
for their jurisdiction and another for non - voting attendees of the commission. After introductions it was determined
that we had a quorum with 18 of 23 entities represented by elected officials. There were also 20 other non voting
members present.
Voting Members: Shari Sigwarth, Balltown; Pat Hentges, Bernard; Mayor Mike Henry, Cascade; Mayor Jean
Wuertzer, Centralia; Ric Jones, Dubuque; Bob Platz, Dyersville; Mayor Tom Gassman, Epworth; Jason Norton, Farley;
Mark Goedert, Holy Cross; Mayor Roger Oberbroeckling, Luxemburg; Mayor Pat Hermsen, New Vienna; Mayor Dick
Avenarius, Peosta; Cyril Elsinger, Rickardsville; Mayor Don Recker, Sageville; Rob Weidenbacher, Sherrill; Lloyd
Manternach, Worthington, Sheriff Don Vrotsos and Supervisor Wayne Demmer.

Proofs of Publication - Notice of Public Hearing - FY13 Budget Amendment and
Notice of Public Hearing - FY14 Proposed Budget
A motion was made by Demmer seconded by Henry to receive and file the proofs of publication. Motion carried
una nimously.
Public Hearing - FY13 Budget Amendment
Chair Wuertzer opened the public hearing on the amendment to the FY13 Budget. EMA Director Berger presented the
information comparing the FY12 actual financial statement, the current FY13 budget and the proposed FY13 budget
amendment. Comments from the commission were received. No public comment. A motion was made by Henry and
second by Hermsen to close the public hearing. Motion carried unanimously.
Adoption of FY13 Budget Amendment
A motion was made by Oberbroeckling, seconded by Jones to approve the amendment to the FY13 Budget. Motion
carried unanimously.
Public Hearing - FY14 Proposed Budget
Chair Wuertzer opened the public hearing on the proposed FY14 budget. EMA Director Berger presented the FY14
proposed budget during the previous public hearing. The budget does not ask for any additional funds from the county
or City of Dubuque and requests the same allocation as FY13. Comments received from the commission. No comments
from the public. A motion was made by Recker, seconded by Avenarius to close the public hearing. Motion carried
una nimously.
Adoption of FY14 Budget
A motion was made by Manternach, seconded by Jones to approve the FY14 budget. Motion carried unanimously.
Ending Balance Designation
A motion was made by Platz, second by Wuertzer to designate ending fund balances for FY13 of $5,000.00 for vehicle
replacement and $5,000.00 for computer replacement. Motion carried unanimously.
Good of Commission - Open Discussion
Discussion was held on the recent siren test that was conducted and on some follow up issues that both Racom and
Comelec will be working with cities to fix.
Discussion was talked about for the status of the 2011 Assistance to Firefighters Act Grant that covered the costs of the
narrowbanding. The first payment was received, therefore reimbursement and bills can be paid to date and will be
forthcoming in the next few weeks.
Next Meeting
The next regular meeting of the Dubuque County Emergency Management Commission will be held on Tuesday, May
7th, 2013 at 7:00 pm at the Dubuque County Firefighters Association Regional Emergency Responder Training Facility —
Classroom West.

A motion was made by Gassman, seconded by Weidenbacher to adjourn the meeting at 7:35 p.m. Motion carried
una nimously.
