HUMAN RIGHTS COMMISSION
MEETING MINUTES OF
September 9, 2013
Commissioner Allen called the meeting of the Dubuque Human Rights Commission to order at
4:35 p.m. on Monday, September 9, 2013, at the City Hall Annex, 1300 Main Street, Conference
Room II Dubuque, Iowa.

Oath of Office
Commissioner Allen administered the oath of office to Commissioner LoGuidice.
Approval of Minutes
Commissioner Beacham moved to approve the meeting minutes of August 14, 2013. Commissioner
Lenhart seconded. All in favor.
Reports
Caseload Report
The written report for August 2013 was received and filed.
Chairperson's Report
Commissioner Allen reported that the Safe Community Advisory Committee will be meeting
September 11, and Dubuque Community Advisory Panel (DCAP) will be meeting later in the
month. The DBQ Community BBQ subcommittee continues to meet. Commissioner Jackson
had business cards printed to hand out.
Director's Report:
Carol reported that the Iowa Civil Rights Commission is hosting a Civil Rights Symposium in
Des Moines on November 1. There are funds available to send three Commissioners. Carol
will forward the link to Commissioners, and if anyone is interested, they should let Carol know
by September 27.
Old Business
Review and Discuss Goals
Goal #1: Increase opportunities for citizen dialogue and education on human and civil rights:

Commissioner Stewart reported that the Dubuque Dispute Resolution Center (DDRC)
members have been having conversations for the past year on how to revamp the Center, but
with the recent changes in staff, those discussions have been put on hold. She stated that
while she and Commissioner Lenhart were at a Washington Neighborhood meeting, Megan
Starr with the Washington Neighborhood Development Corporation, and past DDRC
mediator, mentioned that she wanted to start a tenant association. They invited her come to a
meeting, but scheduling conflicts prohibit her from attending. Kelly was going to try to meet

with her one -on -one. Copies of the Washington Neighborhood Business News newsletter
were distributed.
Goal #2: Commission business/improve HRC quality: Miguel, Howard, Anthony, Andrea B.,
Mike, Jeff
Rule of the Month: Commissioners reviewed Title 8, Chapter 5 Fair Housing. For next
month's meeting Commissioners will report on the following: Helgager 8 -5-3 (C); Beacham 8-
5-3 (D); Allen 8 -5 -4; Elliott 8 -5-5; Jackson 8- 5- 6(A)(1 -7); Lee 8- 5 -6(B); LoGuidice 8 -5 -6(C &
D); Lenhart 8- 5 -6(E) and 8- 5 -7(A); Stewart 8- 5- 7(B -F).
Goal #3: Community dialogue and education on bullying and violence:

Dubuque Community BBQ
Commissioner Stewart distributed copies of the Dubuque Community BBQ and
International Day of Peace flyers, and the press release, asking for comments or
questions. She will add the Kehl Center, change Ungs to Ungs Street, and add the
facebook address at the end. Commissioner Lee moved to approve the press release
with the recommended changes. Commissioner Lenhart seconded. All in favor.
The event will be held on September 21, from 2:00 — 6:00 PM, in the Kehl Center at
Clarke University.
Proclamations
Commissioner Allen went to the City Council to accept the March on Washington
proclamation, and Commissioner Stewart and Kathy Sutton will accept the Day of
Peace proclamation at the City Council meeting on September 16. Commissioners are
welcome to attend.
Goal #4: Increase collaborations /partnerships to further the mission of the DHRC:

Commissioner Stewart reported that last week was the I Am Love Campaign. September 2 —
8 they had daily screenings of the movie Corpus Christi at Mind Frame Theater. The play was
performed on Friday and Sunday, with a panel discussion following the viewing on Sunday.
Jeff Lenhart was a participant on the panel.
Follow -up on Title VI Compliance
Crenna is currently on maternity leave so this is on hold for now.
New Business
Commissioner Allen encouraged attendance at the Dubuque Community BBQ on Saturday,
September 21 from 2:00 — 6:00, as well as the other activities going on.
Adjournment
Motion to adjourn by Commissioner Beacham, second by Commissioner Elliott. All in favor. The
meeting of the Human Rights Commission adjourned at 5:35 p.m.
The next regular meeting is scheduled for Monday, October 14, 2013.
