Personnel Manager Randy Peck recommends City Council approval of an Amendment
to the Collective Bargaining Agreement between the City of Dubuque and the
International Union of Operating Engineers, Local #234 to allow part -time Cashier
Brandi Baumhover to work 1,664 or more hours in calendar year 2013 and remain a
part -time employee and continue to receive the benefits that are provided to part -time
employees. This request is made because Cashier Karen Pins will be off work for an
undetermined period of time.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Cashier Karen Pins will be off of work for an undetermined period of time. Finance
Director Ken TeKippe has asked if part time Cashier Brandi Baumhover could work
additional hours. In order for Brandi to work additional hours, we will need to amend the
collective bargaining agreement with the International Union of Operating Engineers,
Local #234.
I have attached an amendment to the collective bargaining agreement that will permit
part time Cashier Brandi Baumhover to work 1,664 or more hours in calendar year 2013
and remain a part time employee and continue to receive the benefits that are provided
to part time employees.
The requested action is for the City Council to approve a motion authorizing you to sign
the amendment.

AMENDMENT
TO THE COLLECTIVE BARGAINING AGREEMENT
BETWEEN THE
INTERNATIONAL UNION OF OPERATING ENGINEERS, LOCAL #234
AND
THE CITY OF DUBUQUE, IOWA
The parties hereby agree to amend Article XXXVII, Part Time Employees of the
Collective Bargaining Agreement dated July 1, 2011 to June 30, 2014, as follows:
In Calendar Year 2013, part time Cashier Brandi Baumhover may work in excess of the
annual hours limit of 1664 hours and shall remain a part time employee. Part time
Cashier Brandi Baumhover shall be entitled only to the rate of pay set forth in Article
XXXIX Wage Plan.
Part time Cashier Brandi Baumhover shall not accrue or receive any other benefits, pay
or privileges granted by the collective bargaining agreement or be subject to any other
provisions of the agreement.
