Van Milligen, City Manager SUBJECT: 2013 Access Ramp Installation Project DATE: October 28, 2013 Dubuque band AI- America City 1 2007 • 2012 • 2013 City Engineer Gus Psihoyos is recommending acceptance of the construction contract for the 2013 Access Ramp Installation Project, as completed by Midwest Concrete, in the final contract amount of $86,811.03. Midwest Concrete submitted the low bid in the amount of $20,400.10 for replacing 15 pedestrian access ramps in conjunction with the Public Works asphalt overlay program. Additional non - conforming pedestrian curb ramps were identified in need of replacement and were added to the project. A total of 53 pedestrian access ramps were constructed. The pedestrian access ramps vary in size due to topographic issues so it is not possible to merely extrapolate costs to go from 15 to 53 ramps. Historically the final cost of this project would normally fund the construction of 34 pedestrian access ramps, so the City received good value on the investment this year. BACKGROUND The 2013 Access Ramp Installation Project provided for the replacement of access ramps at various locations throughout the City in conjunction with the Public Works asphalt overlay program. In accordance with Iowa Code § 384.103 and § 364.12(3)(c), and Iowa Code, Section 26.14, on May 13, 2013 the City solicited competitive quotations for the 2013 Access Ramp Installation Project. Midwest Concrete of Peosta, Iowa, submitted the low bid in the amount of $20,400.10. DISCUSSION The 2013 Access Ramp Installation Project was completed by Midwest Concrete of Peosta, IA in the final contract amount of $86,811.03. The original contract included replacing 15 pedestrian access ramps in conjunction with the Public Works asphalt overlay program. The recommendation of the City Engineer is approved and the Project is hereby accepted. Section 2. The Finance Director is hereby directed to pay to the Contractor from the Curb Ramp Program capital improvement appropriation for the contract amount of $86,811.03 less any retained percentage provided for therein as provided in Iowa Code chapter 573, and to pay such retainage only in accordance with the provisions of Iowa Code chapter 573.
