Environmental Stewardship Advisory Commission Sec. 18.5 -21. Created; Composition: There is hereby created an Environmental Stewardship Advisory Commission, which shall consist of seven (7) members, who shall all be residents of the City, and shall include a member representing those who will inherit the environment (a person between the ages of 16 and 20 at time of appointment), and six (6) members who shall include representation from diverse segments of the City's population. It is desirable to select some members who may have helpful backgrounds with environmental /biological science, health care, business /industry, and environmental /civic groups. Application and Appointment Process: The appointment process to the Commission by the City Council shall include at least the following: (1) An application form requesting basic information on the education, training, experience, expectations and other qualifications of the applicant; (2) Notice to and an opportunity for the general public to comment in writing on the qualifications of each applicant; and (3) A formal interview by the City Council to determine the applicant's qualifications and ability to effectively serve on the Commission. Duties: The duties of the Commission shall be as follows: (1) To develop, articulate and propose goals, objectives and policies for the stewardship of the City's environment and its ecological systems for present and future generations. An initial report to City Council should be completed within a year and thenceforth periodically. It shall also include sections on the current condition of the City's natural environments and on the progress being made in achieving the City's environmental quality goals. (2) To advise and inform the City Council on environmental stewardship issues, including the implementation of and compliance with, legislation, regulations and policies. (3) To hold public forums on specific issues at the direction of the City Council. (4) To provide, upon request, to other boards, commissions and City departments information for environmental educational programs, educational materials, and environmental volunteer opportunities. (5) To provide input to the Long -Range Planning Advisory Commission regarding environmental stewardship issues in the Comprehensive Plan. Commission Created: There is hereby created a park and recreation advisory commission to have such powers and responsibilities as hereinafter provided. B. Purpose: The purpose of the commission is to: 1. Contribute to the general beautification of the city and assist in providing facilities for active and passive recreation through landscaping and maintaining park land and facilities; and 2. F. Membership, Appointment: 1. Membership; Quorum: The commission shall comprise seven (7) persons who shall be appointed by the city council for terms of three (3) years. Four (4) members of the commission shall constitute a quorum for the transaction of business. 2. Terms: The expiration date for all terms of office shall be June 30 of the appropriate year. G. Attendance: 1. Attendance Entered Upon Minutes: The attendance of all commission members shall be entered upon the minutes of all meetings by the secretary. 2. Failure To Attend; Declaration Of Vacancy: If a member does not attend at least two - thirds (2/3) of all regularly scheduled meetings within a twelve (12) month period, it shall be grounds for the commission to recommend to the city council that the position be declared vacant and a replacement appointed. H. Compensation: Members of the commission shall serve without compensation except for reimbursement of necessary expenses. I. Organization: 1. Officers: The officers of the commission shall be a chairperson, a vice chairperson and a secretary. All officers shall be members of the commission. 2. Election; Term: At the first meeting in July of each year, the commission shall elect officers to serve one year terms of office. All officers shall be eligible to serve successive terms of office. J. Meetings: 1. Regular Meetings: The commission shall meet not less than bimonthly, after four thirty o'clock (4:30) P.M. on a regularly scheduled day. 2. Special Meetings: Special meetings may be called by the chairperson or at the written request of three (3) members. 3. Minutes Filed With City Clerk: A copy of the minutes of all regular and special meetings of the commission shall be filed with the city clerk within ten (10) working days after each such meeting. Neal Date:: 10/09/2013 Additional Information: Safe Community Advisory Committee 2 -9 -1: Commission Created: There is hereby created the Safe Community Advisory Committee to have such powers and responsibilities as hereinafter provided. 2 -9 -2: Mission: The mission of the Committee shall be to monitor the implementation and progress of the Safe Community Task Force recommendations. 2 -9 -3: Internal Organization and Rules: The Committee may adopt rules and regulations to govern its organizational procedures as may be necessary and which are not in conflict with City or State Code. 2 -9 -4: Procedures for Operation: All administrative, personnel, accounting, budgetary, and procurement policies of the City shall govern the Committee in all its operations. 2 -9 -5: Membership: The Safe Community Advisory Committee shall consist of nine (9) residents of the City of Dubuque, appointed by the City Council. 2 -9 -6: Terms: The term of office for members of the Safe Community Advisory Committee shall begin January 1, 2011 and end on December 31, 2011. 2 -9 -7: Vacancies: Vacancies caused by death, resignation, or otherwise shall be promptly filled by the City Council for the unexpired term of office. 2 -9 -8: Officers /Organization: The Committee shall choose annually, from its own membership, a chairperson and vice chairperson. The chairperson shall appoint a secretary, who need not be a member of the Committee. The Committee shall fill vacancies among its officers for the remainder of the unexpired term. 2 -9 -9: Meetings: 1. Regular Meetings. The Safe Community Advisory Committee shall meet quarterly. 2. Special Meetings. Special meetings may be called by the chairperson or at the written request of three (3) members. 3. Open Meetings. All meetings shall be called and held in conformance with the Iowa Open Meetings Law. 4. Attendance. a. In the event a member of the Safe Community Advisory Committee, created by this Chapter, has been absent for two (2) or more consecutive meetings of the Committee, without being excused by the chairperson, it shall be grounds for the Committee to recommend to the City Council that the position be declared vacant and a replacement appointed. b. Attendance shall be entered upon the minutes of all meetings. 5. Minutes. A copy of the minutes of all regular and special meetings of the Committee shall be filed with the City Council within ten (10) working days after each meeting. 6. Quorum. Five (5) members of the Committee shall constitute a quorum for the transaction of business. The affirmative vote of at least five (5) members shall be necessary for the adoption of any resolution. 2 -9 -10: Compensation: The members of the Safe Community Advisory Committee created by this Chapter shall serve without compensation, provided that they may receive reimbursement for necessary travel and other expenses while on official Committee business and such shall be within the limits established in the City budget. 2 -9 -11: Removal: The City Council may remove any member of any board or committee which it has established. 2 -9 -12: Powers: The Safe Community Advisory Committee shall have the following powers, duties, and responsibilities: 1. Monitor the implementation and progress of the Safe Community Task Force recommendations. 2. Serve as conduit for information to the City Manager. 3. Provide reports to the City Council as needed. 4.
