Minutes Arts & Cult. Affairs 9 26 06 MINUTES ARTS AND CULTURAL AFFAIRS ADVISORY COMMISSION Tuesday, September 26, 2006, 4:30 p.m. Auditorium, Carnegie Stout Public Library 360 W. 11th, Dubuque, Iowa Meeting was called to order at 4:31 p.m. following staff assurance of compliance with the Iowa Open Meetings Law. Commissioners Present: Geri Shafer, Louise Kames, Ellen Henkels, Paul Kohl, Susan Riedel, Mark Wahlert.. Excused absence: Amy Weber. Staff Present: Jerelyn O'Connor Approval of Minutes of August 30, 2006 Shafer noted that the reference to American Federation for the Arts should be corrected to Americans for the Arts. Motion to approve as corrected by Wahlert, Second by Henkels. Passed 6-0. Old Business 1. Chair Riedel provided a review of the August 30 Strategic Planning Session facilitated by Steve Horman. She reminded the commissioners to keep in mind the mission of the commission. She thought that a lot of good ideas came out of the session. She encouraged the commission to also remember the STAR approach to strategic planning - set objectives that are Specific, Timely, Achievable, and Results-Oriented. Commissioners discussed the goal-setting and their interest in staying on track with collecting information and proceeding with accomplishing their goals. There was extensive discussion about the challenges of collecting accurate and pertinent financial data from other communities to use for comparison. Sue Riedel stated that she contacted the Iowa Arts Council for data on other cities and learned that they do not track statistics on local government funding for the Arts. The Iowa Arts Council staff views Dubuque as a model town for providing local support of the arts. New Business Commission carefully reviewed the Cultural Arts Goals for the Comprehensive Plan Update. The consensus of the commission was to recommend to the Long Range Planning Commission that the following changes be made in order to strengthen the goals or to provide additional clarification: Objective 1.2 Objective 1.5 Objective 2.1 Objective 3.3 Objective 4.4 Objective 4.5 Objective 4.6 Objective 5.5 Goal 7 Substitute the word "provide" for "encourage." Substitute the word "provide" for "promote." Change wording from "youth and senior" to "all Dubuque" citizens. Delete the word "major" This objective "Support local area artists and artistic endeavors" is more appropriate under goal 5. This objective "City funding for the arts" is more appropriate under goal 7. This objective "Develop marketing plan for the arts in the community" is more appropriate under goal 6. This seems to be a duplication of objective 5.1 Change from "To encourage the availability of adequate facilities to support arts activities" to "To encourage the availability of adequate funding and facilities to support arts activities. O'Connor also stated that the Long Range Planning Commission will hold a public hearing on the Cultural Arts Goals on November 15 so there will be another opportunity to have input. Information Sharing Staff and the Commission discussed plans for Arts and Humanities month. The Dubuque Cultural Alliance is hosting a reception with Anita Walker as the guest speaker on Sunday, October 1. The City Council will issue Arts and Humanities Month proclamation Monday, October 2. There will be a governor's reception honoring communities with Cultural and Entertainment Districts on September 30, 2006. Ellen Henkels has volunteered to host a walking tour of the Art on the River sculptures on Saturday, October 1 at 11 :00 a.m. Motion by Kames, Second by Shafer to adjourn. All approved.
