Affairs 8 30 06 , MINUTES ARTS AND CULTURAL AFFAIRS ADVISORY COMMISSION SPECIAL SESSION Wednesday, August 30, 2006, 4:00 p.m. Keystone AEA, Room 3A 2310 Chaney Road, Dubuque, Iowa Meeting was called to order at 4:05 p.m. following staff assurance of compliance with the Iowa Open Meetings Law. Commissioners Present: Geri Shafer, Louise Kames, Ellen Henkels, Paul Kohl, Amy Weber, Susan Riedel, Mark Wahlert Staff Present: Jerelyn O'Connor, Kevin Firnstahl Facilitator: Steve Horman Approval of Minutes of July 25, 2006 Motion by Wahlert, Second by Shafer. Passed 7-0. Introductions of Commissioners and Facilitator Steve Horman. Review of Last Year's Session Chairperson Riedel reviewed goals from the 2005 Goal Setting Session and noted progress. 1) To build community among arts and cultural organizations. The Cultural Alliance is beginning a re-involvement. They're hosting a reception with Anita Walker as speaker on October 1, 5-7 p.m. at the Fountain Park Events Center. 2) Forum in planning stage. Envision 2010 has been completed and included several arts projects. 3) Keep accountability and visibility Considered as a goal. On going publicity might include an annual report from the Commission and action statements with staff assistance, an October Arts proclamation, Juliens Journal articles. Riedel noted that October is arts and humanities month. The Commission should continue to track legislative issues and possible funding outlets. There is no action for creating Dubuque as an arts hub. . Introduction to Planning Process - Steve Horman Steve reviewed the steps the Commission could expect during the planning process. . Assist in forming an action plan and setting goals. . Since goals are set in ordinance creating commission, create priorities based on those goals and then set action plan to meet them. Steve expanded on the realization of the power and authority the commission has and what can be done through the Council as well as other organizations. Review of goals and mission statement (as established by City Council in Ordinance creating Arts and Cultural Affairs Advisory Commission.) Mission: The Mission of the Commission is to build the community of Dubuque through arts and cultural programs by developing visibility, funding, audiences, information and partnerships. 1 ) To promote, educate and create awareness for arts and cultural activities in the Dubuque Community; 2) To develop and increase the market for arts and cultural activities in the Dubuque Community; 3) To facilitate and convene partnerships for arts and cultural activities in the Dubuque Community; and 4) To develop funding options and allocate budgeted funding for arts and cultural activities in the Dubuque Community. Discussion points: How can we do this better? What can we do addition to the set activities? Understand our powers and limitations as commissioners. Engage in a realistic planning session to accomplish goals. Belief in what we accomplish this year will make a difference. Think individually about what you want to see this group accomplish. Share with group Prioritize as a group Develop "STAR" project Specific, timely achievable, result-oriented What, Who, When - accountability for projects even as volunteers STEP 1 - Brainstorming The commission was directed to answer the following questions: If I and this commission could do anything to advance the cause of arts and cultural activities to help Dubuque build upon itself and help it grow, what would those items be? , What is the most important thing that you think needs to be addressed in my role as a commission member that would have an impact on my role as a commissioner and other arts organizations? What do you want to see accomplished by this commission? Commissioner responses: . Develop an economic impact study of arts and culture organizations on economy and quality of life. . Diversity and innovation, how to renew arts beyond traditions and received audiences. . How can we foster art forms that haven't been repeated. . Expand, develop, cause to happen, bring contemporary art forms to Dubuque. . Public art: information to populace. . Increase funding to arts groups . Publication of local Dubuque art leaders. . Communication agent for arts/culture groups . Unified voice for the arts . Arts for everyone - All inclusive . Sustainability of arts in Dubuque . Five year goal to obtain increased funding for operational support and special projects. . Connection to Prescott . Promote "visions" - Envision 2010 . Work with Mediacom to promote arts and culture . Educate citizenry re: Arts . Develop and fund special project as identified by commission . Increase visibility of commission . Partner with business, education, other groups . Survey of individuals re: arts participation . Ass!. programs/mentoring for arts & culture groups. . Establish % of art in public buildings/areas . Assist individual artists. . Arts tourism packages. The commission then discussed similarities and prioritized ideas. . Increase funding to arts & culture groups . Unified voice for arts - all art-related, business . Arts for everyone - education . Commission-directed projects Special projects, forums, ordinances, envision201 0, etc. Steve noted that these are long-term, on-going goals, but with action steps. STEP 3 - Identification What can we do as a commission to make others pick up on these ideas? Is this realistic and how many can we do? Increased funding to arts/culture groups Accountability for funding already spent Why do we need more funds? What is the need? (Economic impact) Unified voice for the arts Communicate with arts groups (Cultural Alliance or others) Arts for everyone People in & art out, Diversity Commission-directed projects STEP 4 Prioritizing The commission then discussed the 4 goals and voted on prioritizing them 1) funding for the arts 2) commission directed projects 3) unified voice for the arts 4) arts for everyone STEP 5 Action Steps Increase funding to arts & culture groups Develop a case statement to take to City Council Gather information from other successful cities.
