o The Personnel Handbook was reviewed and approved.
o The Board approved hiring a professional grant writer, Kim Byers, to apply for
the very competitive Kresge Foundation for a capital campaign grant. Kresge is
one of the few grantors who consider funding bricks and mortar campaigns and
grants have been awarded in the past up to $750,000.
o The Board expressed interest in obtaining more information on "green design"
from architect Bruce Hamous, ofOPN. LEED certified Hamous will present the
concept to the Library Board at their October meeting as well as discuss options
the Library has to incorporate elements of sustainability into the current
renovation plans.
o The Board will interview three construction management firms in October to
oversee the renovation project: CPMI, Durrant Architects, Septagon
Construction. Bruce Hamous from OPN Architects and Steve Brown from City
Engineering will participate in the interview sessions.
o The Board agreed to move into the next stage of the renovation plan and will sign
a contract with OPN Architects for the design phase after City Attorney Barry
Lindahl reviews the contract.
o The Art Subcommittee ofthe Library will host a special reception on October 20
in celebration of Arts and Humanities month. This will include an exhibit of over
20 local artists who work in a variety of media covering pottery to watercolors,
and sculpture to photography. The reception will be from 5:00 -7:00 p.m. and
artists will be on hand to discuss their works with attendees. Refreshments will
be served. The theme will continue through out the coming year with two artists
displaying their works in the second floor gallery each month.
o The Board approved the hiring of a part-time Campaign Coordinator for a year
with an evaluation to take place after that time to determine whether the
employment should be extended. This person will be responsible for managing
the donor database of an expected 600 people and coordinating those who pledge
over a period of 3 - 5 years and the many follow-ups with donors that are
required. The person in this position will also be involved in the operation and
dissemination of marketing material and support the fundraising consultant in the
campaign.
o Expenditures are right on target with 17 percent of the year lapsed and 17 percent
of the year lapsed. Revenue is at 13 percent of projections.
o Library use is up in nearly every area. Although circulations are up 3 percent, it is
notable that circulation to Dubuque residents is up 9.4 percent over last year at
this time. (Circulations to out oftown, and contracting cities is down which
reduced the overall increase to 3 percent.)
o Library Staff had a staff development training session led by Warren Graham
called "Black Belt Librarians." The session covered dealing with difficult patrons
and strategies to get them to comply. Graham offered many practical tips; staff
took away a great deal of proven strategies. Graham worked for seventeen years
as the head of security at the Charlotte-Mecklenburg Public Library in North
Carolina.
o A final feasibility report was presented by Kurt Saterbak, fundraising counsel.
The Library will discuss the results of the study with City Council on Monday,
October 16 at 5:30 p.m.
