Van Milligen, City Manager , \) FROM: Gus Psihoyos, City Engineer \.o.'1~ SUBJECT: Application Authorization for Iowa Clean Air Attainment Program Funding for City of Dubuque IA 32 (Northwest Arterial) Capacity Improvements Project INTRODUCTION The attached resolution provides the authorization for the City of Dubuque to submit an application to the Iowa Department of Transportation (Iowa DOT) for Iowa Clean Air Attainment Program (ICAAP) funding for City of Dubuque IA 32 (Northwest Arterial) Capacity Improvements Project. DISCUSSION The City has held several discussions with Iowa DOT regarding improvements with the City's traffic signal and ITS Program. Due to the project scope and available ICAAP funding, the City and Iowa DOT opted to divide the IA 32 (Northwest Arterial) Capacity Improvements Project into six phases. Phase 1 Fiber optic installation from US 20 to Pennsylvania Avenue and network switch installation at Chavenelle Road, Pennsylvania Avenue, Holliday Drive, Asbury Road, and Plaza Drive. Phase 2 Fiber optic cable and conduit installation from Plaza Drive to John F. Kennedy Road. Phase 3 Installation of microwave sensors between US 20 and Chavenelle Road, Pennsylvania Avenue and Holliday Drive, and Plaza Drive and John F. Kennedy Road. Phase 4 Installation of monitoring camera at IA 32 and Chavenelle Drive, Pennsylvania Avenue, Asbury Road, Plaza Drive, and John F. Kennedy Road. Phase 5 Installation of video detection cameras at IA 32 and Chavenelle Drive, Pennsylvania Avenue, and Asbury Road. Phase 6 Intersection improvements at IA 32 and Pennsylvania Avenue and Asbury Road. This project provides the key common link to each individual signal system city- wide. This system would also greatly enhance the City's ability to monitor, control, change, and evaluate traffic conditions of IA 32 (Northwest Arterial) and for all future coordinated corridors within the entire City. On September 14, 2006, the Policy and Technical Boards of the Dubuque Metropolitan Area Transportation Study (DMA TS) approved this ICAAP Project as part of the DMA TS 2025 Long-Range Transportation Plan and the recently adopted goals of the 2031 Long-Range Transportation Plan. RECOMMENDATION I recommend that the City submit an application to the Iowa Department of Transportation for Iowa Clean Air Attainment Program funding for IA 32 (Northwest Arterial) Capacity Improvements Project. BUDGET IMPACT The summary of the estimated project cost is as follows: Phase I (Fiber Optic & Network Switch Installation) $ 47,440 140,168 Phase 2 (Fiber Optic Cable & Conduit Installation) Phase 3 (Microwave Sensor Installation) 30,000 30,000 Phase 4 (Monitoring Camera Installation) Phase 5 (Video Detection Camera Installation) 62,500 300,000 Phase 6 (Intersection Improvements) Total Project Cost ~10, 1Q~ ICAAP funds usually require a minimum 20% local match; however, the City is providing a 27% match ($162,022) for Phases 1 - 6 to remain competitive. Phases 1 through 5 are at a 20% match; and, because of the magnitude and overall budget, Phase 6 is at a 33% match. There is no fee associated with the application process since the City is utilizing the services of East Central Intergovernmental Association (ECIA). The City's matching fund for these improvements is from Northwest Arterial Capacity Improvements Capital Improvement Project 2501814, with a current balance of $200,000. ACTION TO BE TAKEN The City Council is requested to adopt the attached resolution authorizing the filing of an application to the Iowa Department of Transportation for Iowa Clean Air Attainment Program funds for City of Dubuque IA 32 (Northwest Arterial) Capacity Improvements Project. cc: Dubuque Metropolitan Area Transportation Study Roger Walton, PE - Iowa Department of Transportation Dawn Lang, Budget Director Jenny Larson, Budget Director Don Vogt, Public Works Director Chris Kohlmann, Information Services Manager David Ness, PE RESOLUTION NO. 554-06 RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION WITH THE IOWA DEPARTMENT OF TRANSPORTATION FOR IOWA CLEAN AIR ATTAINMENT PROGRAM (ICAAP) FUNDING FOR THE CITY OF DUBUQUE IA 32 (NORTHWEST ARTERIAL) CAPACITY IMPROVEMENTS PROJECT Whereas, traffic congestion problems that occur in the IA 32 (Northwest Arterial) Corridor of the City of Dubuque could be improved by intersection and traffic signal improvements; and Whereas, the City of Dubuque has determined that improvements to this corridor, as recommended in the initial findings of the Northwest Arterial Operations Study provided by HDR Engineering, Inc., will increase traffic flow, thereby reducing vehicle emissions caused by vehicle delay; and Whereas, the Iowa Department of Transportation provides, on a competitive basis, funds for transportation projects that address congestion problems and provide air quality improvements; and, Whereas, the City of Dubuque is willing to commit the necessary local matching fund for project implementation and upon completion, in cooperation with the Iowa Department of Transportation, be responsible for adequately maintaining and operating the project for public use during the project's useful life. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA, THAT: Section 1. The City makes application to the Iowa Department of Transportation for funds through the Iowa Clean Air Aitainment Program to fund the IA 32 (Northwest Arterial) Capacity Improvements Project.
