Van Milligen, City Manager SUBJECT: TanninglTattoo Parlor Inspection Services for Iowa Department of Public Health The Dubuque County Board of Health contracts with the Iowa Department of Public Health (IDPH) through a 28E Agreement for the pool, tattoo and inspection program. Through this agreement and a subcontract, the Health Services Department provides inspections for pool/spas within Dubuque County, but does not inspect tanning/tattoo parlors. Effective Fiscal Year 2008, IDPH will no longer issue 28E agreements to provide partial services under the Pool, Tattoo and Tanning Inspection Program. In order to continue the pool inspection program, the City must agree to provide the tanning/tattoo parlor inspections under a 28E and subcontract agreement with Dubuque County Board of Health. Public Health Specialist Mary Rose Corrigan recommends City Council approval to submit a letter to the Iowa Department of Public Health indicating the City's interest for the 28E Pool, Tattoo and Tanning Program agreement. Van Millig:n,t\~ty Manager Mary Rose Corrigari~,~liC Health Specialist SUBJECT: TanningfTattoo Parlor Inspection Services for Iowa Department of Public Health (IDPH) INTRODUCTION This memorandum discusses the City adding tanning/tattoo establishment inspections to the current Iowa Department of Public Health (IDPH) swimming pool/spa contract. BACKGROUND The Dubuque County Board of Health contracts with the Iowa Department of Public Health (IDPH) through a 28E Agreement for the pool, tattoo and inspection program. Through this agreement and a subcontract, the Health Services Department provides inspections for pool/spas within Dubuque County, but does not inspect tanning/tattoo parlors. Effective FY 2008, IDPH will no longer issue 28E agreements to provide partial services under the Pool, Tattoo and Tanning Inspection Program. In order to continue our pool inspection program, we must agree to provide the tanning/tattoo parlor inspections under this 28E and subcontract agreement with Dubuque County Board of Health. Staff has reviewed the number of establishments in Dubuque County and the subsequent revenues that would be received. A total of 18 tanning establishments, producing $2211 in revenue would require annual inspections in Dubuque County. Most of the facilities are in communities where we currently do swimming pool inspections, which would allow these to be done on the same trip to that community, Le., Cascade, Dyersville, etc. Currently, there are no tattoo parlors in Dubuque County. If we decide not to contract for the additional tanning/tattoo inspections, another County would add Dubuque to their contract. Linn County is currently conducting tanning inspections in the city of Dubuque and Dubuque County and would consider taking on our contract if we elect not to do so. The attached letter shows our interest, but not commitment, in providing these services for Dubuque County. We were asked to answer specific questions. Although these inspections would add to our workload, the idea of giving up local pool inspection ..... services is not desirable. Similarly to local food inspections, Health Services Department staff can provide more timely and efficient inspections and problem solving for the pools/spas in Dubuque, including those at hotels. RECOMMENDATION I recommend the City inform the IDPH they are interested in a 28E for the Pool, Tattoo and Tanning Program services. CITY COUNCIL ACTION Approve submitting the attached letter to the IDPH indicating the City's interest for a 28E Pool, Tattoo and Tanning Program agreement. When it is received, the 28E agreement will be placed on a future Council agenda prior to July 1,2007. The City of Dubuque employees two full-time sanitarians: an Environmental Sanitarian and an Assistant Environmental Sanitarian, who have experience in doing a variety of sanitarian duties, including swimming pool/spa inspections, food inspections, and nuisance control. After reviewing the amount of tanning and tattoo establishments in DUbuque County, we feel that we can provide inspection services for the 18 establishments located here (see attached resumes). 2. Our two sanitarians have been providing swimming pool/spa inspections under a 28E agreement with Dubuque County and the Iowa Department of Public Health since 1996. Their CPO and REHS certifications will continue to be maintained in order to fulfill the new 28E agreement. 3. Although there are no tattoo establishments in Dubuque County at this time, we will make arrangements with IDPH's Office of Technical Assistance to receive orientation and training prior to July 1, 2007, and subsequent to an establishment opening. 4. The two Sanitarians will make arrangements with IDPH's Office of Technical Assistance to receive orientation and training for tanning inspections with the Radiological Health Bureau prior to July 1, 2007. 5. As has been done in the past with the swimming pool/spa continuing education requirements, the City of Dubuque will fulfill the continuing education and annual reporting requirements as set forth in the 28E agreement.
